Ekniti urges understanding as over 9.3 million state welfare card applicants were cut off. He revealed strict screening removed those not truly poor, directing budget support to the most disadvantaged first, and opened an appeal channel for those disqualified.


On 17 July 2026, Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas spoke during the Prime Minister’s official visit to Shanghai, China, about the 2026 state welfare card eligibility review. The number of beneficiaries dropped significantly after strict screening of all 18.82 million registrants. Results showed 9.51 million met qualifications, while 9.31 million were disqualified. The high disqualification rate reflects the government’s tougher, more thorough cross-checking of registrants against various state databases, including tax records, land ownership, income, and vehicle registrations, to exclude those not genuinely poor.

"The intent of this rigorous policy is to include only truly poor individuals in the system. I speak sincerely that the government wants to help those genuinely struggling. Welfare budgets are limited, so this card should go to those who truly have nothing, such as bedridden elderly without income, to ensure assistance reaches those most deserving and in greatest need."

Citizens can check their eligibility status online. If disqualified, the system clearly explains which criteria were not met, ensuring transparency and accountability. There is also an option to appeal if applicants believe their information is incorrect.
