Five Pheu Thai Party ministries launched “Thailand² Human Capital Power,” showcasing detailed 90-day achievements that transform education, debt relief, and upskilling, elevating Thais of all ages into key drivers propelling the new economy.
On 21 July 2026 at Chakrabandh Pensiri Building, Kasetsart University (Bang Khen), five major ministries managed by the Pheu Thai Party—the Ministry of Higher Education, Science, Research and Innovation; Ministry of Education; Ministry of Labor; Ministry of Agriculture and Cooperatives; and Ministry of Social Development and Human Security—joined forces. “Thailand²: Elevating Thailand by Enhancing Human Capital” This initiative announces a national strategy for human resource development, aiming to multiply the country’s progress by enhancing the potential of Thais of all ages to become essential gears driving the new economy. It also serves as a 90-day performance report from the five ministries focused on human capital development.
Showcasing 90-day achievements
Yotsanan Wongsawat, Deputy Prime Minister and Minister of Higher Education, Science, Research and Innovation (MHESI), spoke about the 90-day efforts, saying the MHESI team worked diligently, continuing previous projects and adding new ones to create real impact for Thai society. "Today, I’d like to highlight 10 key achievements we have tackled to solve problems for our fellow citizens. We began by breaking through educational inequality pain points through the policy ‘TCAS69 Equal’. The government injected over 147 million baht to support exam and application fees and portfolio systems for more than 900,000 high school students and their parents. Next, technology was used to address a classic bureaucratic problem with the ‘AI Redundant Research Checker,’ scanning nearly 8,000 projects and saving the country 72 million baht in its first year.
Preparing to adjust university staff compensation
And of course, workers need morale. We are preparing to propose to the Cabinet a salary adjustment for over 67,000 university employees to retain top talent in Thailand’s higher education system. Additionally, we made history with the ‘CE-7 MATCH’ project, where Thai engineers will send space research equipment to orbit the moon alongside China this August. This truly showcases Thai youth’s global potential.
Expanding “Traffy Fondue” to 37 provinces
We expanded “Traffy Fondue” to cover 37 provinces, adding video features and menus for the visually impaired, resolving nearly 1.9 million citizen issues. In healthcare, we upgraded ‘Digital Healthcare,’ improving primary and emergency medical access for over 3.6 million patients. Regarding livelihoods, the ‘Precision Poverty Alleviation’ (PPAP) platform targeted solutions for over 300,000 households in 20 provinces, while ‘Local Enterprises’ enhanced community enterprises, generating 9.448 billion baht annually. For disaster management, we applied Big Data and IoT to scale ‘Stable Water in 10 Provinces,’ saving farmers more than 600 million baht in damages. Lastly, under the ‘Made in Thailand Railways’ initiative, we advanced research to produce train carriages domestically, reducing imports and targeting 700 million baht revenue next year. These efforts prove how science and technology can concretely uplift Thai quality of life.
“Suriya” highlights new rice varieties
Suriya Juangroongruangkit, Minister of Agriculture and Cooperatives, reported 90-day achievements focusing on holistic agricultural advancement, from delivering new rice strains KDML 113 and KDML 119 alongside promoting alternate wetting and drying paddy farming for low-carbon rice production, to systematic water management ensuring timely access for farmers. The market-led production policy has addressed 146 cases of illegal agricultural products and expanded Thai fruit export markets. Proactive negotiations addressed Thai shrimp issues in Malaysia. The ministry also pushed precision agriculture using digital technology and importantly restored farmer security by converting Sor Por Kor land rights into agricultural deeds. Debt relief and repayment holidays for farmers and cooperative members have mobilized over ten billion baht.
“Julapan” secured 40,000 jobs
Julapan Amornwiwat, Minister of Labor, revealed labor policy successes by placing 40,051 people in jobs, generating over 4.858 billion baht in circulating income. Concurrently, the ministry advanced 2,172 drug-free factory projects and enhanced social security dental benefits with 12 new services covering 7,897 medical facilities. It also pushed the new CARE pension calculation formula, approved by the Cabinet. Emphasizing safety, guidelines for new crane standard inspections were issued. Efforts to expand Thai labor export markets added nearly 30,000 workers abroad through partnerships with Macau, Israel, South Korea, and Japan.
“Prasert” brings children back to school
Prasert Chantraruangthong, Minister of Education, focused on systemic education reform by preparing to submit a new National Education Act to Parliament by year-end. He aims to position Thailand as a regional leader in the ASEAN Zero Dropout project to reintegrate children into schooling and develop an Education ID system to reduce redundancy. He also emphasized the policy “Give Time Back to Teachers, Restore Happiness to Children” by reducing paperwork, canceling redundant evaluations, relaxing student uniform rules, and making schools safe zones through Rights Protection Centers and the Traffy Fondue system. Preparations are underway to elevate Thai education to international standards, including OECD membership and the PISA Roadmap 2029, to boost Thai children’s skills as global citizens. The ministry will continue the ODOS project, sending disadvantaged Thai children from all regions to study abroad.
“Nikorn” uses AI to connect vulnerable data
Nikorn Somsaklang, Minister of Social Development and Human Security, showcased 90-day achievements improving vulnerable groups’ quality of life in practical ways by using technology to create a Social Map linking data of over one million vulnerable individuals with state welfare cards. AI combined with the 1300 hotline has helped over 30,000 people urgently. The ministry has also driven major legal reforms, including raising disability allowances to 1,000 baht and universal child allowances to 600 baht, increasing career loan limits for disabled persons to 300,000 baht, and enhancing housing security through stable housing projects, affordable housing for Thais, and cooperation models with Charoen Pokphand Group (CP) to employ disabled and elderly people, fostering a society where everyone can stand independently and sustainably.
