Social Security Advances Draft Royal Decree to Cut Section 40 Contribution by 10% for 12-Month Prepayments

The Social Security Office is advancing a draft royal decree to reduce Section 40 insured persons' contributions by 10% for those who pay 12 months in advance, aiming to motivate informal workers and freelancers to maintain continuous contributions and reduce payment lapses.


22 July 2026 GMT+7 Ms. Kanjana Phoolkaew, Secretary-General of the Social Security Office, revealed that the Social Security Office (SSO), Ministry of Labour, is moving forward with measures to strengthen social security and meet the needs of all insured groups, especially Section 40 insured persons, who are informal workers and freelancers playing a vital role in the country's economy.

Recently, the Social Security Office has proceeded to draft a royal decree to set contribution rates for Section 40 insured persons, defining a 10% reduction for those who choose to pay contributions for 12 consecutive months in a single payment. The measure is set to be enforced for five years from the law's effective date.

The Secretary-General added that this draft royal decree aims to ease the financial burden on Section 40 insured persons amid high living costs, while encouraging continuous contributions to reduce lapses and help maintain insured status for uninterrupted access to social security benefits.

“The Social Security Office prioritizes providing security for informal workers and freelancers, who are key contributors to the country. Reducing contribution rates for those paying 12 months upfront will lower expenses, promote saving discipline, and encourage insured persons to maintain their rights continuously, leading to full protection and benefits from the Social Security Fund.”

The draft royal decree's contribution rates are as follows:

  • Option 1: Reduced from 70 baht to 63 baht per month.
  • Option 2: Reduced from 100 baht to 90 baht per month.
  • Option 3: Reduced from 300 baht to 270 baht per month.

Regarding government contributions to the Social Security Fund, Option 1 remains at 30 baht per month, Option 2 is adjusted from 50 baht to 45 baht, and Option 3 from 150 baht to 135 baht to align with the new contribution rates in the draft decree.

Ms. Kanjana further stated, that paying contributions 12 months in advance allows insured persons to plan expenses effectively, reducing the risk of forgetting or missing payments, which could affect their insured status and future benefits. This also promotes stable social security coverage throughout life stages. The draft royal decree is still undergoing legal procedures and will come into effect once approved and published in the Royal Gazette. The Social Security Office will officially inform insured persons of the details and implementation date.
