When sued in court, villagers lose every case; after judgments, they must repay plaintiffs within 30 days but cannot afford lawyers to defend themselves. This results in courts hearing evidence only from plaintiffs and ruling in their favor. During enforcement, creditors seize farmland and homes. According to the department's plan, there is a quality enforcement project that has already spent over 15 million baht and aims to increase mediation during enforcement. They requested that defendants and plaintiffs meet and negotiate, seeking to raise mediation success to 50%.

The department invited 33 financial institutions to negotiate and asked them to provide promotions for participating debtors, including suspending asset seizure, halting auctions, and extending repayment periods.
