
The government is accelerating the Ministry of Social Development and Human Security's 24-hour Happiness Centers by integrating AI and social media to detect social issues. When a critical dark red case is detected, the system promptly alerts officials to ensure immediate assistance reaches vulnerable groups.
On 24 July 2026, Second Lieutenant Phatdarasmi Thongsaluaykorn, Deputy Spokesperson of the Office of the Prime Minister, revealed that the government has transformed the Emergency Response Center (ERC), overseen by the Ministry of Social Development and Human Security, into a Happiness Center. This center aims to help vulnerable groups access state welfare more easily and quickly, providing effective 24-hour assistance.
The 1300 hotline has been upgraded with enhanced capabilities, including accurate identity verification linked to a database, staffed with 30 lines and equipped with an intelligent voicemail system for officials to return calls later. Plans are underway to expand reporting channels via the Traffy Fondue platform for immediate case referrals. Additionally, AI is employed to navigate complex procedures, and a Social Monitoring system scans social media platforms such as Facebook, X, TikTok, and Pantip to detect social issues. Upon identifying a critical dark red case, the system instantly alerts executives and local officials, reducing response times to between 30 minutes and one hour.
Second Lieutenant Phatdarasmi added that assistance operations run continuously around the clock, supported by rapid response units collaborating with local civil society networks to identify vulnerable individuals overlooked in communities. Clear operational guidelines have been set: urgent cases marked dark red and red require immediate assistance or within 24 hours; yellow urgent cases must be addressed within 48 hours; and general green cases within 72 hours.
This proactive social welfare policy aims to assure the public that no one will be left behind. Every assistance effort will be fair and accessible, ensuring equal access to state welfare benefits.
