His Majesty King Vajiralongkorn Bodindradebayavarangkun graciously commanded that, as it is appropriate to transfer part of the annual budget for fiscal year 2026 for certain budget units, a law shall be enacted with the advice and consent of the parliament as follows.
Section 1: This Act shall be called the “Budget Transfer Act, B.E. 2569 (2026).”
Section 2: This Act shall come into force from the day following its publication in the Royal Gazette.
Section 3: In this Act, “budget expenditure” means the budget expenditure according to the law on the annual budget for fiscal year 2026.
Section 4 The budget expenditure amounting to 10,328,065,100 baht from the budget units as detailed in the following list (Read full details) shall be transferred to the central budget expenditure under the emergency reserve fund.
Section 5: The Prime Minister and the Minister of Finance shall be responsible for implementing this Act.
The reason for enacting this law is that in fiscal year 2026, Thailand faces economic and social crises caused by both domestic and international factors, impacting citizens' lives and the national economy. The government urgently needs to resolve, restore, and alleviate the effects of these crises. Previously, the government used the central budget under the emergency reserve fund to address these issues, depleting the existing 99 billion baht allocation, which is insufficient. There may also be other urgent emergencies or disasters arising during the remainder of fiscal year 2026.
Therefore, it is necessary to transfer some budget expenditures allocated to various budget units under the annual budget law for fiscal year 2026 to the central budget under the emergency reserve fund. This fund will be used to resolve, restore, and mitigate the impacts of the crises, as well as other urgent necessary cases, hence the enactment of this law.
