The Prime Minister has ordered full facilitation to expedite assistance for citizens registering for the State Welfare Card, revealing that disabled individuals, bedridden patients, and the elderly may authorize others to verify their identity and use their benefits on their behalf.
On 26 July 2026, Ms. Ploytale Laksameesangchan, Deputy Spokesperson of the Prime Minister's Office, stated that all individuals who qualify for the 2026 State Welfare Registration Program—both existing and new beneficiaries—or those notified by the system to verify their identity via e-KYC must complete identity verification. This can be done through two channels: the Paotang app or registration units at five banks—the Krung Thai Bank, Government Savings Bank, Bank for Agriculture and Agricultural Cooperatives, Government Housing Bank, and Islamic Bank of Thailand. Verification is available from 17 July 2026 until 12 January 2027.
For those qualified under the 2026 State Welfare Registration Program who are elderly, bedridden patients, or disabled persons unable to verify their identity (e-KYC) themselves, they may authorize a representative to verify on their behalf. This must be done only at the registration units of the five aforementioned banks. The required documents are as follows.
1. Power of attorney letter (downloadable from the program’s website).
2. Original ID card and a signed true copy of the grantor’s ID card.
3. Original ID card and a signed true copy of the representative’s ID card.
4. A copy of the disability card (if available) or a medical certificate (if available).
“The Prime Minister has instructed government officials and the five state banks to fully facilitate citizens and expedite assistance to prevent any adverse effects from the system. Officials must prioritize alleviating citizens’ difficulties and serve as a reliable support, not leaving them to manage alone. Citizens can follow updates on the 2026 State Welfare Registration Program exclusively through the official communications of the Ministry of Finance or by contacting the State Welfare Card Customer Service Center at 0-2109-2345 during official hours,” Ms. Ploytale added.
