Satit Warns EC and Saeng of Section 157 Liability if They Refuse to Prosecute Senate Vote-Rigging Case

Satit submitted three observations regarding the Senate vote-rigging case, addressing the Election Commission (EC) and Secretary-General Saeng. He warned that if they refuse to prosecute, they will certainly face charges under Section 157. He advised reviewing the case of former EC member Police General Vasana Phanlap as an example, and urged the government to protect witnesses.


On 26 Jul 2026 GMT+7 at the parliament, the opposition co-hosted a seminar titled “Revealing Evidence in the Senate Fraud Case, Part 2.” Satit Wongnongtoei, party-list MP and deputy leader of the Democrat Party, expressed his views on the case. He praised Parit Watcharasindhu and the opposition for organizing the event a second time and encouraged all witnesses who bravely came forward to speak the truth amid attempts to obstruct checks and balances in the country, especially witness Yingchip Atchanon, known as Pao. Satit pledged to ensure their safety if they feel insecure providing information on this matter. He raised three observations on the Senate vote-rigging process: 1. There are documents, evidence, and witnesses involved, so this is not a fabricated claim. He condemned the distribution of yellow shirts during the process as improper, pointing out that invoking loyalty to justify wrongdoing is unacceptable. 2. He addressed Secretary-General Saeng Bunmee of the EC, stating the EC has a duty to conduct inquisitorial procedures, meaning actively seeking additional facts rather than relying solely on existing information. Satit warned Saeng and the entire EC that if they reject this process and decide not to prosecute or file the case in court, they will face Section 157 charges. He urged them to review the case of former EC member Police General Vasana Phanlap, as Senate vote-rigging equates to a democratic coup, and such actions cannot be allowed.


Highlighting suspicious conduct, Satit said the EC has damaged its own reputation and called on the government to protect witnesses.


3. The Democrat Party believes the full EC is currently under a cloud of public distrust due to multiple irregularities in handling the Senate vote-rigging case. For example, the 26th subcommittee recommended prosecution, but then a new subcommittee was formed to dispute that decision and vote against prosecution, contradicting the original EC panel despite being the same full commission. Additionally, the EC decided not to accept the evidence from the Department of Special Investigation (DSI) into their case file. Satit called this the most significant irregularity. He believes the EC has no choice but to submit the matter to the courts to fully establish the facts. He also shared Democrat Party leader Abhisit Vejjajiva’s grave concern about witness intimidation, emphasizing it is a serious issue. Under the law and constitution, the state must fully protect those who come forward with leads and facts. The Democrat Party and opposition pledge to collaborate in protecting witnesses so the process can ultimately reveal the truth.
