On 2 Aug 2026 GMT+7, Ms. Lalida Perdivattana, Deputy Spokesperson of the Prime Minister's Office, announced that the government under the leadership of Prime Minister and Minister of Interior Anutin Charnvirakul places great importance on crime prevention from the outset by establishing the Coordination Center Against Security Threats to the Civil Registry (DOPA N.I.C.E. Center) to serve as a central hub for integrating inspection, data analysis, investigation, and coordination of operations related to fraud in civil registry and nationality matters. It also opens channels for reporting tips via hotline 1548 to protect citizens' rights and enhance national security.
The deputy government spokesperson added that irregularities in the civil registry not only affect identity document issuance but can also serve as a gateway for various crimes, such as impersonating Thai nationals, stateless persons, proxy bank accounts, money laundering, human trafficking, asset holding, or nominee business operations. These all threaten national security, the economy, and citizens' rights. Thus, the government is strengthening preventive measures from the source to stop registry irregularities from escalating into economic and transnational crimes.
The DOPA N.I.C.E. Center functions as a central mechanism to direct, analyze data, investigate, and coordinate with justice agencies and nationwide partner networks. It also raises the standard for registry verification to a unified national approach, incorporating forensic technologies such as DNA testing when necessary to enhance accuracy, transparency, and credibility of Thailand's civil registry system.
Ms. Lalida stated that the center's operations follow the Prime Minister's policy, which stresses that all agencies perform duties with straightforwardness under the principle of 'Focus on behavior, not names,' basing actions on facts and evidence without bias toward individuals or their status, ensuring fair, transparent, and effective law enforcement.
Citizens who detect irregularities or have tips regarding registry identity fraud can report through hotline 1548 (Civil Registry and ID Inquiry Center), hotline 1567 (Ministry of Interior Ombudsman Center), as well as online channels of the Department of Provincial Administration and partner agencies. Reporting can be done anonymously, and the department will keep whistleblower information confidential to ensure safety and improve case handling efficiency.
