4.1 Million People Have Applied to Review the State Welfare Card Rights Government Accelerates Identity Verification and Rights Review to Avoid Missed Opportunities

The government announced that 4.1 million people have applied to review their state welfare card rights, stressing that no citizen will be left out or lose their rights. It is accelerating support for identity verification (e-KYC) and keeping the application for rights review open until 31 August 2026.


On 3 August 2026, Ms. Ratchada Thanadirek, spokesperson for the Prime Minister's Office, stated that the government prioritizes ensuring that impoverished citizens receive state welfare benefits fairly and comprehensively. To achieve this, it has integrated efforts across all related agencies to facilitate identity verification, rights review applications, and proactive public communication so that citizens can complete the process within the deadline.


The spokesperson for the Prime Minister's Office said that of the 9.5 million people who passed the qualification review, 6.3 million are existing cardholders who do not need additional identity verification, while 3.1 million are new cardholders required to complete identity verification (e-KYC).


According to data from the Department of Provincial Administration, Ministry of Interior, as of 2 August 2026, over 2.1 million new cardholders (69%) have completed identity verification. Approximately 980,000 people (31%) have yet to complete this process. The government is actively following up, publicizing, and facilitating to ensure citizens do not lose their rights.


For those who did not pass the qualification review, the government has opened the application for rights review. So far, more than 4.1 million people (44%) have submitted requests, while about 5.2 million people (56%) remain eligible to apply. The government encourages these individuals to complete the process by 31 August 2026.


The government has prepared comprehensive service channels, including the 'Thang Rat' and 'Pao Tang' applications, the project website, the five state-owned banks, and One Stop Service (OSS) centers at all 878 district offices nationwide to assist the public, especially seniors, persons with disabilities, and vulnerable groups who may have difficulty using online services.


The OSS centers, managed by the Department of Provincial Administration, accept rights review applications and forward them to verification agencies located in district or provincial offices, such as district revenue offices, land offices, provincial transport offices, and provincial commerce offices. Village headmen and local government organizations also actively participate in outreach in every village and community.


The government is determined not to let eligible citizens lose welfare benefits simply due to inconvenience or lack of information about procedures. It has prepared sufficient staff, systems, and service channels. New cardholders who have not yet completed identity verification—more than 980,000 people—and those who have not submitted rights review applications—over 5.2 million people—are urged to complete the process within the specified time to ensure everyone receives the welfare benefits they are entitled to.
