The Cabinet acknowledged the results of a study on protecting and promoting the rights of LGBTQ+ individuals, advancing equality from classrooms to workplaces.
On 5 Aug 2026 GMT+7, Major Phattdarasmit Thongsaluyok, Deputy Spokesperson of the Prime Minister's Office, revealed that the Cabinet acknowledged the report from the Senate Committee on Social Development and Affairs of Children, Youth, Women, the Elderly, Disabled, Underprivileged, and Social Diversity. The Ministry of Social Development and Human Security had submitted the report after compiling findings with relevant agencies to support policy development and implementation regarding LGBTQ+ rights protection.
The Deputy Spokesperson said the report reflects public agencies' multi-dimensional efforts, including legal development, promoting access to public services, education, public health, employment, and creating safe, non-discriminatory environments to ensure equal rights protection for all citizens.
Regarding law, the Ministry of Social Development and Human Security created a guidebook and gender-responsive budgeting templates and drives an action plan to promote gender equality. Meanwhile, the Ministry of Justice is pushing for enforcement of marriage equality laws and reviewing related legislation to eliminate discrimination, aligning more closely with human rights principles.
In education, the Ministry of Education has incorporated LGBTQ+ topics into the core curriculum, implemented the “Safe School 3P” measures, developed complaint systems via hotline 1579, and assigned counselors and psychologists in schools to foster a safe and respectful learning environment for all students. The Ministry of Higher Education, Science, Research and Innovation supports research and knowledge development on gender equality to create more inclusive educational and work environments.
In public health, the Ministry of Public Health developed the “Good Health Without Gender” guidebook, offers counseling and healthcare services for LGBTQ+ individuals, including transgender care and hormone treatment guidelines. The Bangkok Metropolitan Administration established 31 BKK Pride Clinics providing LGBTQ+-friendly health services, developed all-gender restrooms, and conducts ongoing campaigns to raise understanding of sexual diversity.
In labor, the Ministry of Labour promotes non-discriminatory employment, develops model workplaces respecting LGBTQ+ diversity, and works to improve labor welfare to better include LGBTQ+ people. The Ministry of Culture and the Tourism Authority of Thailand support Pride events and promote Thailand as an LGBTQ+-friendly destination to enhance the country's image alongside creative economic development.
Major Phattdarasmit said the Cabinet's acknowledgment of this study underscores the government's commitment to integrating efforts across sectors to elevate LGBTQ+ rights protection and equality. The findings and recommendations will guide policy and operational development by relevant agencies to ensure all citizens have equal access to rights, opportunities, and state services based on respect for human dignity and non-discrimination.
