On 16 August 2026, Nikorn Somgklang, Minister of Social Development and Human Security, visited Phitsanulok Province to monitor progress on improving citizens' quality of life under the ministry's eight policy areas, summarized as “Creating a prosperous society with opportunities for all Thais.” He launched the “MSDHS Builds Happiness: Delivering Welfare to Phitsanulok People” project at Ban Sra Klo Health Promoting Hospital in Hua Ro Subdistrict, Mueang Phitsanulok District, and at the Bang Rakam Self-Reliant Settlement in Bang Rakam District. Target groups of all ages, especially vulnerable populations, received various social welfare rights aligned with the ministry’s mission. These included land use certificates (Nor Chor 3) and land use permits (Nor Chor 1) for Bang Rakam settlement members; disability identification cards issued after social and environmental assessments; budget support for social problem assistance; subsidies for the Sufficiency Housing Project; and support for enhancing local ecosystem projects to help communities overcome demographic crises toward human security and community strength, implemented by the Community Development Institute (Public Organization) or PCDI. Other funding included quality-of-life development budgets for all ages and budgets supporting community welfare management. Certificates recognizing public benefit organizations were also presented to the Village Headmen Club of Nong Kula Subdistrict. The minister awarded appreciation plaques to Phitsanulok CSR supporters assisting the ministry’s local teams and distributed essential supplies to socially disadvantaged individuals. The minister also visited PTT Exploration and Production Public Company Limited, Nong Kula Subdistrict, Bang Rakam District, Phitsanulok Province, to observe how the Bang Rakam self-reliant settlement land is utilized for petroleum production. For members who have not yet received Nor Chor 3, the settlement has forwarded their cases to central authorities, and he has instructed the Department of Social Development and Welfare to expedite processing.
