Sasikarn Urges Dr. Ha and Supat to Fully Investigate NHSO After Finding Nearly 50% Abnormal Increase in Administrative Costs

Sasikarn urges Dr. Ha and Supat to fully investigate the NHSO without faltering after the NHSO explained budget allocation paths and revealed nearly a 50% abnormal increase in office administrative costs. She recommends the Minister of Public Health personally lead the inquiry.


On 17 Aug 2026 GMT+7, Ms. Sasikarn Watanajan, Deputy Spokesperson of the United Thai Nation Party, posted on Facebook about the National Health Security Fund (NHSO) budget. She referred to Dr. Supat Hasuwannakit, known as 'Dr. Ha,' former chairman of the Rural Doctors Association, who raised concerns about over 60 billion baht in discrepancies in the 2025 Gold Card budget. She urged continued pursuit of this issue to the fullest for the benefit of all Gold Card beneficiaries nationwide.


Ms. Sasikarn noted that although NHSO recently clarified on 14 Aug 2026 GMT+7 that 179.528 billion baht was not lost but allocated nearly 18 billion baht to private hospitals and clinics, over 7.4 billion baht for online medical services, and more than 10 billion baht for medicines, concerns about NHSO's internal budget management efficiency remain a critical issue requiring clear answers.


Ms. Sasikarn highlighted three main points Dr. Ha must rigorously follow: First, NHSO operates like a 'state health insurance company' receiving capitation payments from taxpayers to serve 47 million people. As an independent agency outside Ministry of Public Health control, the actual hospitals providing care face financial losses. The question is whether public funds received are managed efficiently.


The second point is the abnormal increase in office administration budget, which rose from 1.564 billion baht in 2025 to 2.306 billion baht in 2026—a 741 million baht or nearly 50% increase within a single year. This calls for scrutiny of cost-effectiveness, staff composition, and salary levels.


Ms. Sasikarn also proposed involving the Office of the Auditor General (OAG) to audit NHSO's budget usage, particularly noting unusually high expenditures on personnel training and seminar projects.


"Regarding NHSO's transparency, I urge Dr. Supat not to lose focus but to thoroughly investigate until completion. The Minister of Public Health, as chair of the NHSO board, should personally examine this matter because those awaiting these funds at the end are the elderly and children hospitalized waiting for doctors," she said. Ms. Sasikarn said.
