An exposé of the secret investigation report on the nationwide Senate election rigging case reveals a mastermind plan using an offline system to calculate scores, a 15-20 quota model pushing one candidate, with cash flows across the country reaching 400-500 million baht.



The investigation report on the Senate rigging case by the 26th Central Investigation and Inquiry Committee reveals the background of the strategy to dominate the Upper House. It began with using an offline program to calculate locked quota scores of 60 points, alongside a budget circulation of 500 million baht, and a pre-signed resignation letter ritual.


The nationwide Senate member election on 26 June 2024 at IMPACT Forum, Muang Thong Thani, once regarded as the world's most complex self-election system, has been severely exposed by the investigation report of the 26th Central Investigation and Inquiry Committee. This special task force, formed by the Election Commission (EC) working with the Department of Special Investigation (DSI) under special case 24/2025, uncovered a conspiracy at the level of a “Mastermind” operation.


The Origin of the Offline Program and the Secret Tier-3 Meeting


According to witness statements, this operation started from a management perspective around April 2024, involving detailed study of laws and regulations governing Senate selection. It then developed into an “Offline program operating system” specifically designed to calculate scores in the cross-selection round. The core of this program was to ensure that no matter which lottery group or professional sector one was assigned to, the preset network individuals would appear across all professional groups.


This planning took place in a secret meeting held in the executive meeting room on the 3rd floor of a major political party's headquarters. Before entering, all participants had their mobile phones confiscated to prevent information leaks. Afterwards, slides were presented via flash drive, explaining the vote-blocking mechanism and the nationwide distribution of candidates.


The “15–20 Push 1” Model and a Budget Circulation of 500 Million Baht


A key tactic was the creation of the “quota model” which set the condition that if local leaders or parliamentary teams could recruit 15–20 nationwide eligible voters (voters) into their team, that team would be guaranteed one genuine Senate seat. The program-calculated locked score was approximately 60 points per genuine Senate seat.


The investigation report states that nationwide, funds amounting to 400–500 million baht were circulated, covering expenses from district, provincial to national levels. Cash was received on the 4th floor of the major political party's office through Ms. R.

  • District level: Voter compensation ranged from 10,000 to 50,000 baht (rare professional groups, such as scientists, received higher compensation).
  • Provincial level: Compensation was about 50,000 baht.
  • National level: Compensation reached up to 200,000 baht per person.


Additionally, to “maintain control” and prevent elected senators from deviating later, every team leader required their candidates to undergo a ritual signing a pre-dated resignation letter from the Senate position along with a copy of their ID card to be held by the movement’s leader as collateral.
