“Chanchai-Pachun” Submit Names and Evidence in Case of “AOT Board-Cabinet’s Approval of Concession Contract Amendments”

Chanchai and Pachun attended the scheduled NACC meeting to submit names and evidence regarding the case where the Airports of Thailand (AOT) board and the Cabinet allegedly approved concession contract amendments causing a state loss of 180 billion baht. They declared readiness to resolve the matter within two months.


At 12:00 on 19 Aug 2026 GMT+7, at the National Anti-Corruption Commission (NACC) office in Nonthaburi province, Mr. Chanchai Isarasena, former Member of Parliament for Nakhon Nayok, and Admiral Pachun Tamprateep, former Senator, arrived to provide explanations to the NACC, which had requested additional clarification regarding their prior complaint filed on 3 Apr 2026 about alleged corruption in amending concession contracts for duty-free shops and commercial spaces at six airports nationwide, resulting in a state loss of 180 billion baht.


After giving testimony and submitting evidence to NACC officials, Mr. Chanchai explained that he provided additional documents concerning two Cabinet resolutions. The first was from the first Anutin government on 2 Dec 2025, acknowledging anti-corruption recommendations for the concession project based on studies by the NACC’s Corruption Surveillance and Evaluation Office. The second was from the second Anutin government on 10 Jun 2026, acknowledging the summary of anti-corruption recommendations regarding contract amendments granting rights to operate duty-free and commercial management to AOT’s concessionaire as proposed by the Ministry of Finance. However, neither resolution clarified which legal authority was used to reduce payments to the concessionaire, causing the state a loss of 180 billion baht.


Mr. Chanchai further stated that when the NACC requested details on each accused person’s misconduct, including dates, evidence, and supporting proof of wrongdoing, he referred to a prior lawsuit of a similar nature. That case involved reducing and deferring state returns, causing a loss exceeding 14 billion baht. He had filed suit as a minority shareholder against the AOT board and three Kings Power group executives, totaling 18 defendants, as detailed in the attached Supreme Court judgment. He confirmed readiness to submit all requested documents today, identifying individuals responsible within the two Cabinets under the first and second Anutin governments who approved actions without following the NACC’s recommendations.

These actions caused state revenue losses totaling 180 billion baht. The Cabinet resolutions approving the contract amendments and reduced state compensation did not undergo proper Cabinet or Attorney General review. Furthermore, an announcement was made to the Stock Exchange of Thailand that revenue was reduced by 180 billion baht to the Kings Power group, causing stock prices to fall and harming many shareholders. The Cabinet resolution on 10 June 2026 acknowledged recommendations to prevent corruption in this project.

“I am prepared to submit the list of names and pursue the recovery of the 180 billion baht to the state. I request the NACC’s cooperation to expedite the investigation. The NACC initially warned and accused that such misconduct causing this loss must not occur. The actions of the AOT board and Cabinet challenge the NACC’s authority, as the offense is complete. If the NACC fails to resolve this, it risks other government agencies following this precedent, harming the nation. It is time to restore justice for the Thai people. The 180 billion baht is not a trivial figure for corrupt officials and politicians abusing power with public tax money. This amount was not borrowed but is from a concession agreement exploited by capitalists with corrupt politicians and officials diverting funds that should help impoverished citizens nationwide. I and the good people of Thailand are ready to fight against all corruption and cleanse the nation within two months,” Mr. Chanchai said.
