
The government reaffirms that Government Housing Bank (GHB) flood relief measures include borrowers with non-performing loans (NPL). In cases where houses are completely destroyed and cannot be repaired, borrowers are eligible for consideration of “building debt forgiveness” and can use photos to file Fast Track insurance claims.
Today (20 August 2026), Ms. Lalida Pherdvivatana, Deputy Spokesperson for the Prime Minister's Office, stated that the government led by Prime Minister and Minister of Interior Anutin Charnvirakul is concerned about residents in Nan province and upper northern regions affected by heavy rain and flash floods. The Government Housing Bank (GHB), a state enterprise under the Ministry of Finance overseen by Deputy Prime Minister and Finance Minister Aeknithi Nitithanprapas, has introduced financial relief measures to help reduce burdens and support people in restoring their homes after the disaster.
Recently, GHB announced the “2026 Flood Relief Measures,” comprising seven measures covering debt reduction, payment deferrals, and loans for repairing or rebuilding homes. The government stresses that assistance is not limited to customers with normal account status but also covers those with non-performing loans (NPL), aiming to support individuals facing both disaster damage and financial burdens simultaneously.
Ms. Lalida explained that NPL borrowers with damaged collateral can negotiate debt restructuring for up to 18 months, with 0% interest and no installment payments during the first six months. NPL borrowers affected by income loss can negotiate for up to 12 months, with 0% interest for six months and monthly payments of only 1,000 baht, which will be fully applied toward principal reduction.
“The key point the government wants to emphasize is that if a home is completely damaged and cannot be repaired, whether the borrower’s account status is normal or NPL, GHB will consider forgiving the debt on the building value on a case-by-case basis. Borrowers will only need to continue repaying the remaining land loan portion. This helps ease the burden on people who lose their homes to disasters by relieving them from debt on uninhabitable buildings,” Ms. Lalida said.
The deputy spokesperson added that for borrowers with fire insurance policies covering natural disasters provided by insurance companies arranged through the bank, GHB also offers a Fast Track claims process. Insured parties can submit damage photos when filing claims and receive compensation up to 20,000 baht based on actual damage, subject to policy details and conditions.
The government advises affected people with qualifying insurance policies to document photos of their homes and damaged property before cleaning or clearing debris, if safe to do so. This evidence will support claims and help speed up the compensation process.
“The government understands that for disaster victims, losing a home means not only property damage but also the financial burden of recovery. Therefore, the public should know there are multiple levels of support available—even those with NPL status can receive assistance. We urge affected individuals to contact GHB so the bank can assess appropriate help for each case,” Ms. Lalida said.
