
MP from the Prachachon Party criticized the government for misleading advertising of the “One Million Solar Roofs - Free Installation, Pay via Bill” project, demanding that a real supporting mechanism be established.
On 21 Aug 2026 GMT+7, MP Supachot Chaisat, a party-list MP of the Prachachon Party, commented on the Ministry of Energy's push for the “One Million Solar Roofs - Free Installation, Pay via Bill” policy. He said that although the idea is positive and the party has supported it, the latest checks reveal that the government’s heavily promoted policy is not yet practically implementable.
Supachot stated that during the Economic Development Committee meeting of the House of Representatives on 20 Aug 2026 GMT+7, both the Metropolitan Electricity Authority (MEA) and the Provincial Electricity Authority (PEA) explained that under current frameworks and regulations, the electricity authorities cannot directly use money saved by the public or income from electricity sales to repay bank debts. This shows the On-bill Financing model lacks a real mechanism, and the government has not prepared operational agencies before announcing it as an achievement.
Supachot proposed three main solutions to make the project feasible: establish a concrete On-bill Financing system by having the Ministry of Energy, electricity authorities, banks, and regulators urgently discuss payment structures and remove legal restrictions; redesign electricity bills to clearly show production and energy-saving data so banks can assess cash flow and repayment ability instead of relying on traditional collateral; and set fair electricity network service fees by studying actual connection costs to prevent the burden from falling on citizens without solar panels.
Supachot concluded that the Prachachon Party supports the project but does not want energy policy to focus only on headlines for advertising. He urged ministers to revise regulations and establish a functional financial system before making promises to the public.
