NACC Committee Exposes Local Exam Fraud: Brokers Charged Hundreds of Thousands in Kickbacks Since 2021

The NACC committee is relentlessly pursuing the local exam fraud case and plans to summon several parties for fact-finding. On 27 Aug 2026 GMT+7 at the Parliament, the House of Representatives' Committee on Anti-Corruption and Misconduct (NACC committee) held a meeting chaired by Mr. Asaphon Santraiphop, MP for Sisaket from the Bhumjaithai Party. The meeting reviewed progress in investigating corruption in local government entrance exams. Representatives from the Anti-Money Laundering Office (AMLO), Department of Special Investigation (DSI), Anti-Corruption Division, Department of Local Administration, TOR drafting committee, and local leaders were invited to provide information. After the meeting, Mr. Asaphon stated that the committee had summoned Mr. Piboon Faidee, former mayor of Tad Thong Subdistrict, Yasothon Province, to clarify facts. Mr. Piboon had filed a complaint in Sisaket, alleging he paid 2 million baht to brokers to secure government positions for five people. However, after exam results were announced, none were appointed. Mr. Asaphon said that while the TOR drafting committee presented measures in the TOR for local exam organization, those intending to commit fraud—including clients, brokers, and the Department of Local Administration—exploit TOR loopholes to cheat in local exams. The corruption is not limited to 2025; it has persisted since 2021, with discovered cases where exam question and answer sheets did not match, dubbed the "frog-jumping generation." He urged the committee to invite the legal officer who handled that case, Director N., to provide information to expand the investigation. He also called on AMLO and NACC to consider retrospective probes back to the department's director-general, deputy directors, and exam organizing group heads. Financial transaction audits going back to 2017 would likely reveal evidence. The informant reported that the bribery was structured in tiers: Tier 2 paid 500,000 baht with brokers taking 100,000 baht per candidate; Tier 3 paid 600,000 baht but brokers charged 800,000 baht, profiting 200,000 baht per candidate through a network of brokers before the exam. Mr. Asaphon said that representatives from AMLO reported that financial transaction investigations will require more time but are fully committed. They are examining three groups: 1) Names sent by NACC for investigation; 2) A list of 5,925 individuals involved in corruption; 3) Names obtained from Deputy Prime Minister Pakorn Nilpraphan's task force, which discovered numerous proxy exam fee payments made through Krung Thai Bank. Meanwhile, the DSI addressed allegations that an official in Sisaket province received money from brokers. The DSI director-general has established a fact-finding committee on this matter and is expanding the probe to other related persons.
