Minister of Digital Economy Sets 15-Day Deadline to Propose Joint Lalamove-Rider Base Fare Solution

The Minister of Digital Economy has set a 15-day deadline to propose a joint approach with Lalamove and riders to establish a preliminary base fare, aiming to resolve fare issues and ensure it is not below actual costs per trip.


On 27 August 2026, Mr. Chayachonok Chidchob, Minister of Digital Economy and Society (DES), chaired a meeting to discuss joint solutions involving the Ministry of Digital Economy, the Lalamove platform, and rider representatives. Attending were Ms. Chompharee Chomphurat, Deputy Permanent Secretary of DES; Dr. Chaiyachana Mitpan, Director of the Electronic Transactions Development Agency (ETDA); Mr. Xia Champathong; Ms. Pimkan Keeratiwirapakon; Ms. Thanaporn Wijan, MPs from the Prachachon Party; Lalamove platform representatives; and rider representatives at Meeting Room 203, 2nd Floor, DES Building.


The Minister of Digital Economy stated that this meeting aimed to discuss joint solutions focusing on three main issues.

1. Trip fare or base compensation income: As an urgent measure, ETDA was assigned to study a fair preliminary base fare within 15 days. In the medium and long term, the Ministry of Digital Economy will conduct joint discussions with related ministries, platforms, and riders from various platforms to set base or minimum fares aligned with current costs and establish mechanisms that can adjust to future situations.

Regarding the urgent issue where the trip fare is around 3 baht per kilometer, discussions revealed discrepancies between rider data and Lalamove platform records. Therefore, another joint discussion is scheduled within 15 days.


2. Platform penalties for rider violations: Lalamove has reduced penalties for system access blocks from 3 days to 1 day, effective 28 August 2026. The platform also requested rider cooperation to address order cancellations for off-platform jobs, which cause significant revenue leakage and affect rider ratings and fares.


3. Commission fees: The platform agreed to study this matter further before the next discussion scheduled in 15 days.

During the 15-day period, the platform will consider adjusting trip fares to align suitably with costs, ensuring fares do not fall below riders’ actual costs before reconvening for further talks.


"The Ministry of Digital Economy is committed to assisting Thai citizens, including riders, service users, and platforms. We support the entire industry—meaning all platforms—emphasizing fairness and listening to facts from both riders and platforms. The Ministry is ready to act as a central agency to resolve issues fairly, prioritizing the best interests of the public," the Minister said. The Minister of Digital Economy concluded.
