Mongkol, President of the Thai Senate, responded to Hun Sen’s false accusations against Thailand, accusing Cambodia of adopting a victim strategy and pointed out that Cambodia initiated the attacks first but then called for respect of sovereignty and peaceful dispute resolution.
Mr. Mongkol Surasajja, President of the Senate, issued a statement on 28 August 2026, denying the allegations made by . Samdech Hun Sen, President of the Cambodian Senate, who referenced Thailand during the 2nd International Parliamentary Leaders’ Meeting (ISC-2) in Phnom Penh on 27-28 August 2026. The statement was as follows:
On behalf of the Senate President, I clarify that the Senate has established a special committee to study the pros and cons of canceling the 2000 and 2001 MOUs to resolve the Thai-Cambodian border issues. The study report has been approved by the Senate and submitted to the government on 18 May 2026. We also appointed an advisory committee on foreign affairs to continuously monitor the Thai-Cambodian situation.
I also firmly reject the baseless allegations made by the Cambodian Senate President on 27 August 2026 at the 2nd International Parliamentary Leaders’ Meeting (ISC-2) in Phnom Penh. It is highly contradictory that the country which initiated attacks against others is now demanding respect for territorial sovereignty and peaceful dispute resolution.
Conflict with neighboring countries is not Thailand’s desire. In fact, Thailand exercised its legitimate right to self-defense and strictly adheres to the joint statement of the 3rd Special Meeting of the Thai-Cambodian General Border Committee (GBC) in 2025, on 27 December 2025, which led to a ceasefire that remains in effect to this day.
Cambodia has again used the international stage to spread untrue and false information and has adopted a strategy of portraying itself as the victim, which undermines trust and confidence between the two sides and does not foster an atmosphere conducive to peaceful conflict resolution as committed in the joint statement.
Thailand has strictly followed this joint statement, which requires both sides to maintain their military positions without additional troop movements while awaiting border demarcation. It also calls for both parties to refrain from provocative acts, avoid spreading false information, and exercise patience to reduce tensions.
Thailand remains committed to resolving key issues through mutually agreed mechanisms consistent with existing agreements and international law. The conflict should not be escalated to an international issue, exploited politically, or distorted.
Transitioning Thai-Cambodian relations to a new context requires mutual trust, patience, and sincerity from both parties. Thailand urges Cambodia to collaborate sincerely, including addressing shared challenges such as online fraud and unexploded ordnance clearance, to foster a positive atmosphere and advance bilateral relations. .
