Southern Border Cabinet Meeting Plans Intense Discussions on Urban Planning Revisions, Soft Loan Recovery, and Border Fence Construction

The Southern Border Cabinet Meeting organized a four-dimensional brainstorming workshop with 171 representatives from government and private sectors to intensively discuss proposals for urban planning revisions, soft loan recovery, and border fence construction, aiming to improve the economy and quality of life in five lower southern provinces.

On 30 Aug 2026 GMT+7, a workshop was held at Rajamangala University of Technology Srivijaya in Songkhla to summarize collected opinions and consider recommendations in preparation for the first official off-site Cabinet Meeting of 2026 on 1 Sep 2026 GMT+7. The focus is on developing five lower southern provinces: Songkhla, Pattani, Narathiwat, Satun, and Yala.

The meeting was attended by a total of 171 participants, including deputy prime ministers, ministers, representatives from central agencies, local government, private sector, and civil society. Discussions were divided into four main groups based on development dimensions to consolidate proposals for submission to the Cabinet meeting as follows.

In the economic dimension, Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas chaired the session. Attending ministers included Pradorn Prissanantakul, Minister attached to the Prime Minister's Office; Eknat Promphan, Minister of Energy; and Varawut Silpa-archa, Minister of Industry. Key proposals called for accelerating large-scale projects to reduce logistics costs, such as the Songkhla and Pattani deep-sea ports, Yala airport, motorway and double-track railway networks, and modernizing border checkpoints. Additionally, calls were made for long-term low-interest loans or soft loans, tax incentives, and revising restrictive urban planning regulations that hinder factory establishment. Highlights included promoting food tourism, nature, multiculturalism, and MICE industry, upgrading agricultural products to higher value with more processing plants, and urging the government to amend outdated fisheries laws to support local and commercial fishermen.

In the social dimension, Deputy Prime Minister Yotchanan Wongsawat chaired the session. Ministers attending included Chulanat Amornwiwat, Minister of Labour; Nikorn Somkalang, Minister of Social Development and Human Security; and Prasert Chandraruangthong, Minister of Education. The meeting focused on promoting the Zero Dropout policy to reintegrate children who have left the education system, alongside enhancing workforce skills (upskilling/reskilling) aligned with market demands. It also addressed overcrowding at central hospitals, preparedness for an aging society and vulnerable groups, solving illegal occupation of state land for housing, and increasing rehabilitation centers to tackle drug addiction issues linked to a rise in psychiatric patients and preventing relapse.

Ministers attending included Police Lieutenant General Ruthapon Naowarat, Minister of Justice, and Lieutenant General Adul Boonthamcharoen, Minister of Defence. Proposals called for the Ministry of Foreign Affairs to engage internationally to restore investor and tourist confidence, enhance intelligence operations, and protect youth from being recruited as insurgents. Additionally, there was a push to build a joint border fence with Malaysia and establish smart checkpoints to prevent illegal immigration and smuggling.

In the disaster management dimension, Deputy Prime Minister Pipat Ratchakitprakarn chaired the session. Attending ministers included Worasit Liangprasith, Deputy Minister of Interior. Proposals included integrated water management from upstream to downstream, dredging, and constructing retention basins to address recurrent flooding. There were also calls to develop real-time warning systems and amend regulations on the disbursement of “disaster prevention funds” to clarify procedures, enabling local governments to allocate budgets proactively before crises occur.

All conclusions from the four dimensions will be compiled into key agenda items to be presented for government approval of budgets and legal obstacle removal at the Southern Border Cabinet Meeting on 1 Sep 2026 GMT+7, aiming to concretely enhance quality of life and economic development in the lower southern region.
