Dr. Prap Tham Phakborwon promotes the "MATRIX: R – Resilience" policy to comprehensively solve flooding in Nonthaburi as he campaigns for the Nonthaburi PAO chief position.
On 2 September 2026, Mr. Tham Phakborwon, known as Dr. Prap, candidate number 6 for Nonthaburi PAO chief, unveiled the "MATRIX: R – Resilience" flood management policy, highlighting the concept “Understand the problem to achieve real management.” He views Nonthaburi’s water system as a unified whole, not divided by districts.
Dr. Prap explained that flooding is caused not only by heavy rain but by multiple factors simultaneously, including upstream water, the Chao Phraya River, and tidal surges. Therefore, flood solutions must X-ray the water network—from pipes, canals, and water gates to final outlets—to assess actual water intake efficiency rather than relying on assumptions.
The plan targets the first 100 days to advance Water Audits in recurrent flood-prone areas such as Khae Rai, Ngamwongwan, and Chaeng Watthana. It also aims to build the “MATRIX Water Map” by consolidating water data from all agencies into one system, transforming it into an easy-to-understand alert system so residents immediately know when to move vehicles or avoid certain routes.
Dr. Prap candidly emphasized that he does not promise floods will never occur, as nature cannot be controlled. However, the city’s systems must improve by shifting the KPI from counting the number of water pumps to measuring a visible reduction in flood duration.
