Pakamon received a letter from lawyer Aun demanding the Director-General of the Department of Provincial Administration clarify the district chief exam corruption involving a 3 million baht kickback per candidate. The case also exposes involvement in Senate member election fraud and local exam cheating. She urged the Director-General to come before the parliamentary committee to explain, rather than merely sending written responses.
On 2 Sep 2026 GMT+7 at the Parliament building, Ms. Pakamon Noon-anun, party-list MP of the Prachachon Party and chair of the Political Development, Mass Communication, and Public Participation Committee of the House of Representatives, received a complaint letter and evidence from Mr. Pattharapong Supaksorn, or lawyer Aun, regarding suspected corruption in the district chief exams held in April 2025. The tip-off indicated kickbacks as high as 3 million baht per candidate.
Ms. Pakamon stated that the Political Development Committee had previously examined corruption in the 2023 district chief exams after complaints from candidates in three southern border provinces who failed seven times. The complainants clarified they were not just upset about failing but noticed suspicious irregularities. They submitted evidence to the committee. However, the Department of Provincial Administration has not provided clear answers and issued a rebuttal letter denying current executives’ involvement, which the committee sees as shirking responsibility. Since then, she has received extensive additional public and confidential tip-offs indicating longstanding corruption and bribery in the district chief exams.
Therefore, the 2025 district chief exams warrant close scrutiny. The committee’s information matches evidence lawyer Pattharapong previously submitted to the National Anti-Corruption Commission. The public deserves clear answers, especially since local exam corruption cases remain contentious. Those suspected in the district chief exam fraud appear connected to local exam corruption as well.
Ms. Pakamon continued that upon deeper investigation into evidence revealed by Mr. Parit Watcharasinthu, party-list MP of the Prachachon Party, exposing fraud in the Senate member election, one individual appears linked to both the Senate election fraud and local exam corruption if the network connections hold true. Thus, this is not just ordinary civil service exam bribery but a significant network establishing power bases to dominate Thailand and sustain certain powers indefinitely. As a representative and committee chair, she considers it crucial to uncover the truth and provide answers to the public.
Additionally, Ms. Pakamon disclosed she has seen an uncensored list of individuals from whom the National Anti-Corruption Commission requested information from the Department of Provincial Administration. The committee will formally request information from the department and invite those named, including the Director-General, to explain before the committee.
"I urge the Department of Provincial Administration not to just respond with written letters. We always provide opportunities for the Director-General and department representatives to appear and explain verbally to ensure full information sharing and dialogue. Written rebuttals won’t resolve the issue; only personal explanations can protect the Director-General’s dignity," Ms. Pakamon said.
