The government is advancing an urgent survey of households without official house numbers to support the National Disaster Insurance System, aiming to provide the public with comprehensive and inclusive aid and compensation when disasters occur.
On 3 September 2026, Ms. Ploytale Laksamee Sangchan, Deputy Spokesperson of the Prime Minister's Office, revealed that following the Cabinet’s official off-site meeting in Songkhla Province on 1 September 2026, approval was given to establish a Disaster Fund (National Disaster Insurance System) to reform the compensation payment system, enabling citizens to receive rapid compensation, restoration, and home repairs while maximizing budget efficiency.
Ms. Ploytale stated that the government, through the Department of Provincial Administration, Ministry of Interior, responded to the Cabinet’s resolution by urgently issuing letters to provincial registrars nationwide, instructing them to accelerate the survey and data collection of residences and individuals in cases of lacking official house numbers to support the Disaster Fund (National Disaster Insurance System). The focus is on two types of areas:
1. Houses without official house numbers according to the civil registration law but occupied by permanent residents.
2. Residences that do not yet meet the legal definition of a house under the civil registration law but have permanent occupants.
Data collection must follow guidelines and forms specified by the central registration office to ensure the database is practical and useful. The survey and data gathering are to be completed between 1–15 September 2026, with continuous progress reports submitted through the prescribed system to ensure the database is compiled quickly and efficiently.
"This accelerated survey of households without official house numbers aligns with the government’s policy of 'leaving no one behind' and follows directives from Prime Minister and Minister of Interior Anutin Charnvirakul. It aims to ensure that all groups, especially those residing in areas lacking official house numbers, have accurate and current information in the registration system. When disasters occur, citizens can receive rapid, targeted, and comprehensive aid, compensation, restoration, and home repairs," Ms. Ploytale said.
