5 Sep 2026 GMT+7 Mr. Worasit Liangprasith, Deputy Minister of Interior, (MoI 4) addressed concerns about the IP addresses of local government exam candidates, noting that several applicants showed the same IP address, which had raised suspicions of fraud. He said it is important to distinguish between technical data and actual evidence of corruption.
Mr. Worasit further explained that the IP address appearing in the system might be a public IP of an agency or organization shared by multiple users, especially as provincial offices use a shared internet network. Therefore, many users can appear under the same IP address without meaning they are the same person, located in the same place, or involved in fraud.
"Seeing the same IP address is not proof of fraud, since technically multiple users can access the internet through a single public IP, particularly on government agency networks."
He added that while IP address checks can assist investigations, they must be considered alongside other information such as the date and time of application, location or network used, related devices, and other evidence that clearly links any suspicious behavior.
"We are not saying IP addresses should be ignored; on the contrary, they must be examined carefully. But please do not conclude fraud based solely on matching IPs, as this could harm innocent people."
He emphasized that the Ministry of Interior is fully open to investigations and does not block them. It is crucial to distinguish between normal network use and abnormal behavior connected to fraud with supporting evidence.
"This matter must be thoroughly investigated to uncover the truth, not rushed based on a single piece of data. If fraud is found, those involved must face legal processes. But if it is simply shared internet usage, fairness to applicants must be maintained."
Mr. Worasit also said that the goal of investigating local exams is to ensure fairness for all candidates. Actions must rely on verifiable facts and evidence, not just technical data alone. "Cheaters must be prosecuted, but innocent people must also be treated fairly. Therefore, investigations must be thorough, straightforward, and consider all evidence comprehensively."
