Civil Service Commission Clarifies Measure to Delay Creation of Senior Positions

The Civil Service Commission clarifies that the measure to delay the creation of senior positions is not a delay of civil servants’ promotions.


On 6 Sep 2026 GMT+7, reporters reported that the Office of the Civil Service Commission (CSC) issued a news release clarifying that the CSC's measure to delay the creation of senior positions means "delaying the establishment of positions," not "delaying civil servants' promotions."


Following the Cabinet resolution on 11 Aug 2026 GMT+7 approving the reform of public workforce management and instructing a delay in establishing or upgrading positions to higher levels in order to control the expansion of senior position frameworks and government personnel expenses, this measure aims to slow down cases where agencies create or upgrade existing posts to higher levels.


Such actions could increase the number of senior positions or personnel costs of agencies. Therefore, agencies are to review the necessity of positions to align with their mission, structure, and public workforce management guidelines before proceeding.


Accordingly, the CSC clarifies that this measure concerns "position establishment" and is not a delay of "the promotion or appointment of individuals to higher-level positions." Agencies can continue to promote civil servants normally according to CSC criteria and procedures if the higher-level positions are already authorized within the staffing framework and there are vacant posts available for appointment.


For example, if an agency already has an authorized "Senior Human Resources Specialist" position that is vacant, it can select qualified specialists for promotion to that senior position following CSC guidelines. This is not considered a delay under this measure since it does not involve establishing new senior positions.


This measure does not restrict or block civil servants' career advancement. Its purpose is to control the growth of senior positions during the period when the government is reviewing roles, structures, and staffing levels, as well as to manage personnel expenses appropriately in line with the country’s budget situation.


According to the public workforce target and policy committee’s (PWP) guideline to delay creating higher-level positions in fiscal year 2027, the CSC will monitor and evaluate the overall implementation of public workforce management reforms to inform appropriate future policies.
