The government emphasizes that over 500,000 new qualifiers for the State Welfare Card must complete identity verification (e-KYC) by 30 Sept before rights begin on 1 Oct. Those requesting rights review may submit additional documents until 20 Sept.
On 7 Sept 2026, Ms. Lalida Pertwiwatthana, Deputy Spokesperson of the Prime Minister's Office, stated that the government urges participants in the 2026 State Welfare registration to check their status and proceed correctly according to their group. Especially, new qualifiers who must complete identity verification (e-KYC) and wish to start using their rights from 1 Oct 2026 should do so by 30 Sept to avoid delays in receiving benefits.
According to the Ministry of Finance data as of 4 Sept 2026, there are 3,139,886 new qualifiers required to verify their identity. Of these, 2,639,799 have taken action: 2,613,730 successfully verified, 26,069 unsuccessful. Meanwhile, 500,087 have yet to act. The government urges those who have not yet completed or failed verification to check their status promptly, especially those wishing to start using rights on 1 Oct.
Ms. Lalida explained that to avoid confusion about deadlines, actions should be divided into three groups. The first group: existing State Welfare Cardholders totaling 6,366,645 who have previously qualified and verified their identity in the system, and thus do not need to re-verify.
The second group: new qualifiers identified by the system as requiring identity verification, totaling 3,139,886. They must complete e-KYC successfully. Those wishing to start using benefits from the first installment on 1 Oct 2026 should complete verification by 30 Sept.
The third group: those who failed qualification but filed a rights review request by 31 Aug 2026. If they have information to correct or documents to submit, they may contact relevant agencies or district-level One Stop Service (OSS) centers until 20 Sept 2026 before the Ministry of Finance announces review results on 30 Sept.
“We urge people to check their status before proceeding. Existing eligible cardholders do not need to e-KYC again. New qualifiers told by the system to verify identity who want to start using rights on 1 Oct should complete verification by 30 Sept. The 20 Sept deadline applies to submitting corrections or additional documents for those who have already requested rights review and is not a new review application period,” Ms. Lalida said.
For identity verification, new qualifiers can use the “Paotang” app or registration counters at five state banks: Krungthai Bank, Government Savings Bank, Bank for Agriculture and Agricultural Cooperatives (BAAC), Government Housing Bank (GH Bank), and Islamic Bank of Thailand. Those unable to verify personally may authorize others to do so following prescribed procedures and documentation.
Those verifying via the Paotang app should confirm that all three status checkmarks show green ticks. Those using banks should verify that the system confirms successful identity verification. If verification fails, they should identify the cause and promptly retry.
The Deputy Spokesperson stressed that 30 Sept 2026 is the deadline for those wishing to start using rights on 1 Oct, not the final cutoff for all verification channels. Krungthai Bank and Paotang app will accept verification until 12 Jan 2027, while Government Savings Bank, BAAC, GH Bank, and Islamic Bank will provide service until 14 Oct 2026. Benefit commencement will follow program conditions and schedules.
“Currently, 500,087 individuals identified by the system as needing to verify have not done so, and 26,069 attempted but failed. The government urges prompt status checks and completion, especially those aiming to start using benefits on 1 Oct, to receive them without delay,” Ms. Lalida said.
