Anutin Expels Another French National from Thailand, Citing Threat to Public Order

Prime Minister Anutin has ordered the deportation of a second French national from the kingdom after the Samui court convicted him of threatening and assaulting others, citing his behavior as a threat to public order and good morals.



On 7 Sep 2026 GMT+7, Anutin Chanvirakul, Prime Minister and Minister of Interior, signed Ministry of Interior Order No. 2354/2569 to deport Mr. Kevin Dimino, a French national, from the kingdom.

It was found that Mr. Kevin Dimino exhibited threatening, harassing, and assaultive behavior causing nuisance and severe racial and religious discord among locals and tourists on Koh Samui. His reckless conduct posed potential harm to persons and property, disregarding others' safety and distress, violating laws. Additionally, the Samui Provincial Court ruled him guilty under the Land Traffic Act B.E. 2522 (1979), Sections 43 (4), (8), and 158/1 paragraph two, fining him 10,000 baht. With his confession aiding the case, the court reduced the fine by half under Penal Code Section 78, resulting in a 5,000 baht fine. Failure to pay would lead to enforcement under Penal Code Sections 29 and 30, with confiscation of evidence.

Such behavior violates public order, good morals, and the welfare of the people, making it necessary to deport him from the kingdom under Section 5 of the Deportation Act B.E. 2499 (1956).

By authority of Section 5 of the Deportation Act B.E. 2499 and Clause 4 of the Prime Minister's Office Regulation on Deportation B.E. 2569 (2026), the Minister of Interior orders the deportation of Mr. Kevin Dimino, French national, from the kingdom.


If Mr. Kevin Dimino disagrees with this order, he has the right to appeal to the Prime Minister to revoke the deportation or request not to be sent out of the kingdom under Section 8 of the Deportation Act B.E. 2499, within seven days from the date he is notified of the order.
