“Mai” Proposes Cutting 50 Billion Baht from Contingency Budget – “Dr. Warong” Questions Possible Hidden Interests in Disaster Insurance

Sirikanya proposed cutting 50 billion baht from the contingency budget, pointing out that the committee was unclear about how the funds would be used. Meanwhile, Dr. Warong urged cutting 15.5 billion baht from the disaster insurance budget, questioning whether there were hidden benefits involved.


On 7 September 2026 at 11:00 a.m., during a special session of the House of Representatives to consider the 2027 annual budget bill totaling 3.78 trillion baht, the discussion moved to Section 6 concerning the contingency fund of 693 billion baht. Ms. Sirikanya Tansakul, a party-list MP from the Prachachon Party, argued for cutting 50 billion baht from the contingency fund, especially the 12 billion baht allocated for expenses to resolve and recover the economy and society and to address the energy price crisis, without needing parliamentary approval. She noted overlaps with the 400 billion baht loan decree previously approved and expressed concerns over unclear use of the 200 billion baht loan intended for energy restructuring. She highlighted the recent addition of another 12 billion baht contingency fund for the energy crisis, with unclear purposes and agencies failing to clearly explain to the committee, thus she requested cuts in those contingency funds.


Dr. Warong Calls for Cutting 15.5 Billion Baht Disaster Insurance Budget


Dr. Warong Dejkitvigrom, a party-list MP from the Thai Pakdee Party, argued for a 10 percent cut in the contingency budget to focus on essential emergency funds set at 100 billion baht. He said the rapid and quiet insertion of new items is concerning. On 1 September, the government approved a cabinet resolution to purchase disaster insurance for 30 million households with a budget of 15.5 billion baht to pay high insurance premiums. However, the coverage protects citizens only in two cases: 1) death compensation of 2 million baht, and 2) damage to houses. Roads and bridges are not covered, nor are floods damaging agricultural crops. The coverage includes only floods, storms, or windstorms. He expressed concern over whether the 15.5 billion baht involves hidden interests, particularly regarding commissions. He found it worrisome that this project was approved swiftly within just over a week without public attention and urged the committee to investigate and cut this budget item.
