At 09:30 on 7 September 2026, Mr. Jeth Thaiseset, Deputy Minister of Interior, together with Police Lieutenant General Rutthapol Naowarat, Minister of Justice, chaired a meeting to rehearse operational guidelines for post-release surveillance at the local level. Present were Mr. Narucha Kosa-Sivilai, Director-General of the Department of Local Administration; Ms. Jirapha Sinthunava, Deputy Permanent Secretary of the Ministry of Justice; Police Lieutenant Colonel Piya Raksakul, Director-General of the Department of Probation; Mr. Yongyut Chunpradit, Legal Advisor to the Ministry of Interior; Police Sub Lieutenant Singhkham Kamyod, Director of the Investigation and Legal Affairs Bureau; and representatives of government agencies at the Ministry of Interior's Damrongtham conference room. Provincial governors, deputy governors, heads of agencies, and district chiefs joined via video conference.Tags: [government meeting, ministry officials, video conference, local administration]

Mr. Jeth stated that advancing the operational measures for local-level surveillance of ex-offenders today is a critical and urgent policy of Prime Minister and Minister of Interior Anutin Charnvirakul. The Prime Minister has emphasized this continuously since the shocking incidents in Uthai Thani province and later in Chonburi province, both reflecting the serious issue of recidivism causing harm to lives, property, and public morale. Although detailed data collection, team formation, and consultations with the Ministry of Justice are ongoing, these events have clearly shown there is no time to delay; policies must be implemented immediately in concrete form.Tags: [policy urgency, recidivism, public safety, government leadership]

“The most urgent priority now is seamless integration and cooperation among local administration, police, and Ministry of Justice agencies to create an efficient, swift, and accurate surveillance mechanism. We urge all relevant parties to thoroughly verify and supervise the assigned target lists at the local level, including risk assessment for each individual and daily behavior monitoring, especially regarding links to drug problems. Preliminary coordination and intelligence checks by local authorities on several hundred sample individuals reveal some ex-offenders remain involved with drugs continuously. Creating a detailed database and categorizing behavior is essential to prevent recurring threats.”Tags: [interagency cooperation, risk assessment, drug involvement, surveillance database]

Mr. Jeth added that at the local management level, provincial governors are entrusted to select and assign personnel who are prepared, dedicated, and truly understand the work to take responsibility for this mission. Emphasis should be on deep, case-by-case work rather than mere paperwork or attending policy briefings. Everyone should recognize that “our most important role is to protect innocent citizens and jointly maintain a peaceful and safe social environment.” This approach is a new dimension not done before. If all can cooperate to screen, monitor, and decisively limit risks among this group, it will build confidence, peace, and lasting safety in society.Tags: [local management, personnel selection, case-by-case monitoring, social safety]

All agencies are urged to pool resources, knowledge, and exchange views fully to drive effective results. Should practical obstacles, limitations, or issues arise beyond normal legal or governmental authority, or if special on-site follow-up and problem-solving are needed, please coordinate directly with me via communication channels established with provincial governors. The government has a special task force ready to support and oversee joint work to ensure the mission of protecting citizens is successfully accomplished with maximum efficiency.”Tags: [resource mobilization, problem-solving, special task force, government coordination]
