The Cabinet approved five key draft laws at once, aiming to close loopholes in civil service exam fraud, tighten gun control, and reform state procurement criteria.
On 8 Sep 2026 GMT+7, Mr. Ekphop Pianpiset, government spokesperson, announced that the Cabinet approved in principle five important draft laws proposed by Deputy Prime Minister Mr. Pakorn Nilprapan. These aim to modernize laws, enhance government administration efficiency, and improve citizens' quality of life.
The five reform drafts include a draft law on accountability in civil service exams, establishing a specialized investigative agency to combat exam fraud; a draft amendment to the firearms law tightening control over gun owners by requiring training, testing, and mental health checks, shortening license durations, abolishing lifetime permits, and granting a 90-day amnesty for surrendering illegal guns without penalty.
The draft public procurement law revises contractor selection criteria to emphasize quality and practical use over lowest price, and increases agency heads’ power to blacklist contractors who abandon or seriously underperform. The draft community forest law allows income from carbon credit sales to bypass the Treasury and be allocated directly to members managing the forest. Additionally, the draft energy enterprise law permits using the electricity development fund to pay for public area lighting and restructures the Energy Regulatory Commission for greater flexibility.
Mr. Ekphop added that advancing these five draft laws represents raising Thailand’s legal standards to align with economic and social conditions, effectively closing operational loopholes within the public sector.
