The Cabinet has approved AOTGA's joint investment in two Suvarnabhumi Airport projects: "ground services and cargo warehouse" as the third operator. Airports of Thailand (AOT) is preparing to sign contracts, revealing plans to enhance capacity to support the continued growth of passengers, flights, and cargo volume.
8 Sep 2026 GMT+7 Mr. Phiphat Ratchakitprakarn, Deputy Prime Minister and Minister of Transport, revealed that the Cabinet meeting approved the selection of private partners and key contract terms for two major projects by Airports of Thailand Public Company Limited (AOT), as proposed by the Ministry of Transport, namely:
1. Ground services and equipment project Provision of ground passenger services and other related operations at Suvarnabhumi Airport by the third operator.
2. Cargo warehouse services project at Suvarnabhumi Airport by the third operator under Section 42 of the Public-Private Partnership Act of 2019. Both projects mark a significant step in boosting Suvarnabhumi Airport's capacity to accommodate growth in passenger numbers, cargo transport, and air traffic in the future, while elevating Suvarnabhumi to its full potential as a regional aviation hub.
Regarding the ground services and equipment project, providing ground passenger services and related activities at Suvarnabhumi by the third operator, the Cabinet approved the private sector selection results and key joint investment contract terms, as decided by the selection committee in its 25/2568 meeting on 5 August 2568, which endorsed Airports of Thailand Ground Services Company Limited (AOTGA) as the highest-rated and selected investor.
The ground services project aims to prepare Suvarnabhumi Airport’s ground services capacity to meet future aviation industry growth. Core services include aircraft support equipment, handling and moving baggage, cargo, and mail, as well as supporting efficient flight operations. Additional services cover general ground management, aviation operations, flight procedures, and crew-related services.
After Cabinet approval, AOT will be able to sign the joint investment contract with AOTGA and proceed with the project steps, which will enhance capabilities to support aviation growth, improve flight and ground service management efficiency, and support Thailand’s goal to promote Suvarnabhumi as a key regional aviation hub.
Regarding the cargo warehouse services project at Suvarnabhumi by the third operator, Mr. Phiphat stated that the Cabinet also approved the private sector selection results and key contract terms under Section 42 of the Public-Private Partnership Act of 2019, as proposed by AOT and the Ministry of Transport. The approval endorsed Airports of Thailand Ground Services Company Limited (AOTGA) as the highest-rated partner.
Following Cabinet approval, AOT will sign the joint investment contract with AOTGA and proceed with the project, which will strengthen Thailand’s air logistics system, increase capacity to handle future cargo volumes, and support trade and transport connectivity between Thailand and other countries.
The cargo warehouse project scope includes various warehouse services to support the increasingly diverse air transport forms, such as import warehouses, export warehouses, transit warehouses, as well as facilities for perishable goods, urgent shipments, and e-commerce products. These categories are expected to grow with economic expansion, online trade, and global supply chain integration.
Mr. Phiphat added that the Ministry of Transport prioritizes enhancing Suvarnabhumi Airport’s capabilities in all aspects—passenger services, ground operations, and cargo transport. Allowing a third operator in both projects will boost competition, elevate service quality, and prepare for long-term aviation industry growth, pushing Suvarnabhumi to become the region’s premier aviation hub.
