On 9 September 2026, the Ministry of Foreign Affairs announced that the Permanent Court of Arbitration (PCA) issued a press release today (9 September) regarding the first meeting of the Conciliation Commission in the conciliation process between Thailand and Cambodia under the United Nations Convention on the Law of the Sea (UNCLOS) 1982, scheduled from 14 to 16 September 2026 in Singapore.
Thailand has prepared and is fully ready to participate in this meeting based on international law. The Thai delegation will be led by Mr. Sihasak Puangketkaew, Deputy Prime Minister and Minister of Foreign Affairs, acting as the Agent, along with Mr. Songsak Chaipatiyut, Ambassador and Deputy Agent, supported by representatives from the Ministry of Foreign Affairs and related agencies with specialized knowledge and experience, including the Hydrographic Department and the Naval Operations Department of the Royal Thai Navy, and the Department of Mineral Fuels of the Ministry of Energy.
For the first meeting, the opening statements from both parties will be broadcast live on 15 September 2026, providing the public an opportunity to understand each side's positions and approaches to the conciliation process. Additionally, the meeting will consider endorsing the Rules of Procedure, which will establish the guidelines and framework for the Conciliation Commission's operations, including directions for subsequent meetings and the continuation of the process.
As a party to UNCLOS, Thailand is ready to fully cooperate and support the work of the Conciliation Commission. The Ministry of Foreign Affairs and related agencies are committed to performing their duties with full effort to protect and preserve the nation's interests.
. However, the conciliation process is expected to take approximately 12 months to complete. Afterwards, the Conciliation Commission will prepare a report including conclusions and recommendations, which will not be binding on either party.
