Regarding Section 25 on the Ministry of Public Health budget, Mr. Parit Watcharasinthu, a party-list MP from the Prachachon Party and chairman of the opposition coalition coordination committee (opposition whip), said after hearing debates from both sides, there is no need to compete over who is more patient, but rather to focus on finding a solution. The chairman of the government coalition coordination committee (government whip) stated that the joint mission in parliament is to pass the 2027 budget bill. Although the opposition has differing views, they agree on the need to proceed and complete consideration quickly. Therefore, both sides believe the task can be finished by 10 September.
However, it must be emphasized that over the past 1-2 weeks in parliament, there are two other missions. The first is the motion on the southern border issue, and the second is to acknowledge the annual report of the Election Commission (EC). Today, the government whip chair said the government side also has many questions to ask the EC, not fewer than the opposition. He proposed that the budget consideration should be completed by the night of 10 September. An agreement has been reached, asking the government side to confirm the timeline and for each side to manage their time accordingly. He also suggested the chair arrange a joint whip meeting in the morning, possibly on Friday, 11 September. If that is not possible, the two pending missions would be scheduled to proceed smoothly on whichever day is set.
Then, Ms. Mallika Jiraphanwanich, First Deputy Speaker of the House, acting as chair, said to proceed with the budget first and asked if discussions were concluded. Mr. Krawee Prisananantakul, Ang Thong MP from Bhumjaithai Party and government whip chair, said he had talked with the opposition whip representative and agreed that on 10 September they would manage time to complete their tasks, with the opposition using six hours and the government managing the remaining time. He thought this approach was workable. Regarding Friday, he said he could not confirm whether a session would be held, as that is not his authority. He said he could not provide any assurance if pressured.
Later, Mr. Parit said the government whip chair probably misunderstood him. He did not say he would promise to hold a meeting today but requested the chair arrange a joint whip meeting to discuss the two pending sessions on Friday. The chair asked how time would be used today. Meanwhile, Mr. Pakornwut Udomphipatsakul, a party-list MP from the Prachachon Party, said all remaining opposition members on Section 25 withdrew their names, but two would debate Section 26 on the Ministry of Industry budget.
Subsequently, Mr. Krawee said, as agreed, they would try to reduce the time and finish tonight at Section 26 to resume consideration at 09:00. He thanked Mr. Pakornwut for his commitment that both opposition and government members would attend the morning session.
However, shortly after the debate on Section 26 ended as agreed, the chair called for a quorum check and asked for the vote. The results were 373 in favor of the amendment, 1 against, 1 abstention, 2 not voting. After a second vote, the session approved the majority committee’s amendment with 270 votes. The chair then announced the meeting closed at 02:09.
