The government is soliciting opinions on the principles of three draft laws concerning community nurse volunteers, inviting citizens, Village Health Volunteers (VHV), and related stakeholders to provide feedback from today until early October 2026.
On 11 September 2026, Ms. Ploytale Lakshamisangchan, Deputy Spokesperson of the Prime Minister's Office, announced that the government, through the Ministry of Public Health (MOPH), is collecting public opinions on the principles of three draft laws related to community nurse volunteers (CNVs) via the central legal system as follows.
1. The principle of the Ministry of Public Health draft regulation on community nurse volunteers B.E. .... Key issues for public consultation include agreement or disagreement with establishing CNVs to support proactive primary health services by complementing the existing health system without creating a new profession; agreement or disagreement with defining CNVs as volunteers (not civil servants, officials, or state employees) with management focused on mission outcomes rather than fixed working hours.
2. The principle of the Ministry of Public Health draft regulation on authorizing community nurse volunteers to perform certain medical professional acts under the supervision of licensed medical professionals B.E. .... Key consultation points include whether it is necessary to set criteria for authorizing CNVs to perform some medical professional acts under supervision; agreement or disagreement that CNVs should be permitted to perform specific essential medical tasks for proactive primary health services, continuous community care, and emergency first aid under the control of medical professionals.
3. The principle of the Ministry of Public Health draft announcement on the rights, rates, criteria, methods, and conditions for paying community nurse volunteers B.E. .... Key issues include agreement or disagreement with setting CNV compensation at 15,000 baht per month; agreement or disagreement with separating travel, equipment, and accident insurance expenses from the 15,000 baht remuneration to allow additional disbursement under financial regulations; and agreement or disagreement with basing payments on mission, performance, quality, and safety rather than attendance or work hours.

Feedback on the first two draft laws can be submitted from today until 7 October 2026, and on the last draft until 8 October 2026."
