Dr. Warong Urges Ministry of Education to Investigate Potential Specification Locking in Vocational Equipment Procurement

Dr. Warong urges the Ministry of Education to investigate vocational equipment procurement for possible specification locking, stressing he is not accusing anyone but hopes for transparency and fair competition.


On 16 September 2026, Dr. Warong Dechkitvikrom, a party-list MP and leader of the Thai Pakdee Party, held a press conference at the Parliament building, first floor press room. He called on the Ministry of Education to promptly investigate the specification terms (TOR) for educational equipment procurement, especially by the Office of the Vocational Education Commission (OVEC), after identifying conditions that may restrict competition and benefit certain businesses.

This is to prevent specification locking and ensure that the use of public funds is transparent, fosters fair competition, and provides equal opportunities for qualified contractors to participate in bidding.

Dr. Warong stated that this issue arose during the second reading of the 2027 budget bill, where he noted concerns about the Ministry of Education’s budget preparation. He found that specific equipment specifications appeared in the budget documents from the Budget Bureau from the start, not only in the usual TOR procurement documents.

He added that reviewing past data showed similar specification requirements dating back from the 2024 fiscal year through to 2027. He urged political overseers to investigate the facts on the ground. However, he emphasized that his call is not an accusation of corruption against ministry officials or politicians, but a request for examination and public clarification to protect education budgets for children and youth from misuse.
