Suphanat urged the Bangkok Metropolitan Administration (BMA) to release the Terms of Reference (TOR) for the EV garbage truck project, calling it "old wine in a new bottle." He criticized the administration for causing a two-year delay and then blaming the council.


On 18 September 2026, Suphanat Meenachainan, Bangkok MP from the Prachachon Party, spoke about the background of the BMA's EV garbage truck project, describing it as "old wine in a new bottle." The project had an approved budget commitment exceeding 6 billion baht since September 2024. However, over the past two years, the BMA administration failed due to repeatedly revising the TOR, leading to complaints. They then repackaged the original project into a new one for the 2027 budget, falsely claiming in the council that no TOR draft existed to avoid scrutiny, despite continuous preparation and revision. He called for the administration to act in good faith by disclosing the TOR draft to council members for joint review during budget consideration, to prevent issues like specification locking and complaints that caused the project to fail previously.

Furthermore, Suphanat summarized five key points, emphasizing that the two-year delay and lost opportunity to reduce PM2.5 pollution are the BMA administration's direct responsibility. He stated the Prachachon Party is not involved and requested that the council not be pressured or treated as a mere rubber stamp. He also urged the administration to stop using media attacks on the council to pressure legislators. He noted that Prachachon party council members have consistently approved the BMA budget, but when council members from other parties once voted to cut this project’s budget, the administration remained silent. He concluded by questioning who is truly playing politics and applying double standards.
