Jiraporn, deputy leader of the Pheu Thai Party, regrets Anutin's rejection of the THACCA bill and hopes the government will continue to support the uninterrupted growth of the creative culture industry.
On 19 Sep 2026 GMT+7, Miss Jiraporn Sindhuprai, Member of Parliament for Roi Et District 5 and deputy leader of the Pheu Thai Party, as the bill proposer of the Promotion of Creative Culture Act (THACCA), commented on Prime Minister and Interior Minister Anutin Charnvirakul's refusal to endorse the bill. She explained that THACCA would establish the Thailand Creative Culture Agency, a new organization designed to integrate public and private sector efforts to design policies supporting the entire creative culture industry. It would also ensure fairness for workers in the creative culture sectors by allowing private entities to co-determine policies while the government acts as supporter and facilitator— a successful model used in many countries.
While the THACCA bill was being finalized, the former government led by the Pheu Thai Party advanced the creative culture industry through the National Soft Power Strategy Committee. Despite several constraints, it succeeded in laying foundational work for an ecosystem conducive to the growth of various creative culture industries, including:
1) Removing legal barriers and providing incentives for various creative culture industries.
In the film industry, measures included adjusting the private sector’s role to lead in the Film and Video Review Committee, increasing the cash rebate to 30% to attract foreign film crews, and facilitating international film festivals.
In the book industry, facilitation of book printing and promotion of freedom for book creators were pursued by deregulating books so they are no longer controlled goods.
In the sports industry, visa extensions were granted for Muay Thai practitioners to encourage foreigners to learn Muay Thai and to promote it as a global sport for both exercise and combat.
Many policies remain in progress, such as promoting the music industry through drafting laws protecting artists’ rights and fair profit-sharing, as well as drafting new bills to promote the film and gaming industries.
2) Providing free upskill and reskill training in creative culture areas—food, film, music, design, art—for students and the public under the OFOS policy.
3) Supporting funding for creative culture industries to hold domestic events and festivals, and subsidizing production of films, dramas, series, documentaries, and animation, with industry experts involved in selection committees.
4) Helping many Thai private companies enter global markets, such as the Music Exchange project exporting over 48 Thai bands to 46 music festivals in 12 countries, and supporting Thai entrepreneurs in gaming, book, film, drama, and series sectors to participate in festivals and award events in more than 10 countries. This marks the first time the government has seriously supported various creative culture industries.
“Although THACCA is not the flagship policy of the current government led by the Bhumjaithai Party, they have continued several soft power initiatives started by Pheu Thai, such as the domestic film cash rebate, Gamescom Asia x Thailand Game Show, Bangkok International Film Festival, and Thailand Music Awards—projects driven by the National Soft Power Strategy Committee in collaboration with the private sector. Pheu Thai proposed THACCA to establish a new organization to oversee ecosystem development for the creative culture industry foundation we have laid, enabling clear, continuous, and systematic progress. However, due to differing opinions within government agencies and the prime minister’s refusal to endorse the bill, I urge all sectors to consider how to advance the creative culture industry to become an important economic engine. Pheu Thai affirms it will use all available mechanisms to oversee and push this agenda for the highest benefit of the people,” Jiraporn said.
