"Vivian," a Democrat youth member, condemns the illegal chemical waste dumping network in the EEC and Prachinburi, describing it as an environmental crime with ongoing impacts that also constitute an economic crime.
On 19 Sep 2026 GMT+7, Ms. Vivian Julamon, a researcher on the Democrat Party's BluePrint policy design and research team, held a press conference at the Democrat Party headquarters to state the party's position on industrial pollution and illegal chemical waste dumping in the Eastern Economic Corridor (EEC) and Prachinburi Province. She said the Democrat Party has closely monitored the situation and launched the “Watch” platform to receive public tips, gathering primary evidence clearly showing the distress of local residents.
She also condemned the network involved in illegal industrial waste dumping as an “environmental crime” with ongoing effects that amount to an “economic crime.” This is because the contamination renders the land unusable for agriculture or normal livelihoods. Although two main ministries—the Ministry of Industry and the Ministry of Natural Resources and Environment—have conducted crackdowns at more than 61 sites, the key question remains why these cases persist repeatedly over many years without decisive resolution.
To address this issue, the Democrat Party has submitted three policy recommendations aimed at practical implementation.
1. Apply the scientific Mass Balance principle to verify industrial waste by urging the Ministry of Industry to upgrade the e-Manifest system. This would compare raw materials entering factories against waste output to accurately trace toxic waste back to the specific factory or component.
2. Deploy proactive public health teams. The party urges the Ministry of Public Health to immediately send medical teams to conduct health checks on residents in the polluted EEC and Prachinburi areas without waiting for the Clean Air Act to be enforced, as delays could harm people's lives and lungs.
3. Upgrade offenses to predicate crimes under anti-money laundering law. The party proposes classifying crimes related to natural resource destruction and illegal toxic waste dumping as predicate offenses, enabling authorities to investigate financial transactions and money transfers of the shadowy investment groups behind them. This would create deterrence and break the profit chains built on the suffering of the people.
