At 13:40 on 21 September 2026 at the Government House, Pol. Lt. Gen. Ruttaphon Nawarat, Minister of Justice, spoke about the Department of Special Investigation (DSI) issuing a summons to Mr. Somchat Techataworacharoen, Phuket MP from the Pch. party, as a witness concerning real estate ownership and using Thai individuals as nominees for foreigners. After several postponements, he said another summons will be issued on 28 September, which Mr. Somchat wishes to comply with. It is expected he will attend, but if not, since the DSI has already sent three summonses, they will proceed according to DSI regulations. The summons on 28 September will be the third attempt because the first summons did not reach the recipient.
When asked what would happen if Mr. Somchat fails to appear on 28 September, Pol. Lt. Gen. Ruttaphon said that according to DSI regulations, a complaint must be filed at Thung Song Hong Police Station in accordance with Section 24 of the Department of Special Investigation Act. Failure to appear carries penalties, and the main case will continue to proceed.
When asked if an arrest warrant could be issued immediately if he does not appear, Pol. Lt. Gen. Ruttaphon replied that investigators must review the details, but if he does not come, they will take the appropriate steps. When pressed whether this means issuing an arrest warrant, he confirmed, "Yes."
The DSI is preparing to submit the Forex case for prosecution to the special prosecutor this week.
Pol. Lt. Gen. Ruttaphon also updated on the progress of the Forex case, stating that the Department of Special Investigation will submit the case to the special prosecutor within this week, as the investigation files are now complete.
When asked if Mr. Pawut Pongwityapanu, Pch. party list MP, and a famous singer are also involved, Pol. Lt. Gen. Ruttaphon said he needs to check but assured it would be within this week, though he wants to confirm the exact day. When pressed whether the case had already been submitted or if he needed to verify first, he responded that he needed to check a little but as far as he knows, the case is complete and just needs final confirmation.
