Warawut Orders SME D Bank to Offer Up to 12-Month Debt Moratorium to Assist SMEs Affected by Floods

The government is expediting aid to SMEs affected by flooding. Warawut has ordered SME D Bank to grant a debt moratorium for up to 12 months and provide emergency capital injections up to 200,000 baht to help restore businesses.


On 27 Sep 2026 GMT+7, Ms. Lalida Pertvivattana, Deputy Spokesperson for the Prime Minister's Office, announced that the government is rapidly implementing relief measures for SMEs suffering from flood-related hardships. Warawut Silpa-archa, Minister of Industry, instructed the Small and Medium Enterprise Development Bank of Thailand (SME D Bank) to introduce urgent support measures, including debt suspension and emergency capital injections, to reduce financial burdens, enhance liquidity, and enable entrepreneurs to quickly resume operations.


Ms. Lalida stated that due to heavy rains and flooding in many areas—particularly in the central region, eastern provinces, Bangkok, and its metropolitan vicinity—SMEs have suffered both directly and indirectly. SME D Bank has therefore launched assistance measures for affected entrepreneurs in designated disaster areas, featuring key initiatives as follows.


The first measure is a "principal and interest moratorium" for SME D Bank customers impacted directly or indirectly. Term loans can defer principal and interest payments for up to 12 months. For revolving credit facilities such as promissory notes and factoring loans, repayment periods can be extended by up to 180 days, with interest payment suspension allowed.


The second measure provides "emergency capital injections to repair and restore operations" for existing customers directly affected and with establishments in designated disaster zones. Emergency loan limits are set at 10% of the original loan amount, ranging from a minimum of 30,000 baht up to 200,000 baht, with an MLR interest rate currently at 7.05% per annum. Loan terms are three years with a 12-month principal payment holiday, no collateral required, waived fees, and streamlined documentation to expedite assistance for those directly impacted.


Additionally, SME D Bank offers loans to boost liquidity, invest, and upgrade businesses after flood conditions subside. These loans feature a special fixed interest rate of 3% per annum for the first three years, with repayment terms up to 10 years and a principal moratorium of up to 12 months. These include the "SME Green Productivity" loan with a maximum of 30 million baht, the "Revitalize SME" loan up to 1 million baht, and the "Beyond Wings SME" loan with a ceiling of 30 million baht.


"The government understands that SMEs affected by flooding face damage to their establishments and liquidity challenges. Therefore, it is urgently introducing relief measures to immediately reduce burdens through up to 12 months of debt suspension and emergency funds for repairs and restoration, enabling entrepreneurs to stabilize and resume business operations as quickly as possible," said Ms. Lalida. .
