Finance Ministry to Present 2026 State Welfare Card Screening Results to Cabinet Today 11.22 Million Qualify

The Finance Ministry is set to present the 2026 State Welfare Card eligibility screening results to the Cabinet today (29 Sep), revealing 11.22 million qualified and 7.6 million disqualified, with car ownership and housing loans being the top disqualifying factors.


On 29 September 2026, government sources reported that the Cabinet meeting today (29 Sep) will include a report on the eligibility verification of applicants for the 2026 State Welfare Card registration project. This follows the Steering Committee's resolution on 27 September, from a total of 18.82 million registrants.


The verification results show that 11.22 million people, or 59.63% of all registrants, qualified, while 7.6 million, or 40.37%, did not. Among those who qualified, 9,506,531 passed the initial verification, and an additional 1,716,933 passed after the rights review process.

Previously, the government allowed those who failed the eligibility check and believed their information was incorrect or outdated to request a rights review via the project’s channels. The Finance Ministry reported that as of 26 August 2026, 4,767,301 individuals had submitted rights review requests out of 9,314,253 initially disqualified. The review period was extended to 31 August 2026 to allow registrants to update their information and preserve their rights before the verification process resumed.


The main reasons for disqualification were car ownership with 3,002,671 cases, followed by housing loans exceeding 100,000 baht at 2,489,152 cases, annual income over 100,000 baht at 1,607,177 cases, and property ownership at 1,546,631 cases.


Additionally, 1,387,569 individuals were disqualified for not meeting personal eligibility criteria, 862,629 exceeded the financial asset limits, and 254,173 held credit cards. Note that one registrant may fail multiple criteria, so these numbers cannot be summed to total disqualified individuals.


Among those disqualified, 56.1%, or about 4.26 million people, failed only one criterion, while 43.9%, or over 3.33 million, failed two or more criteria.


Regarding the profile of those who qualified, the largest group are people aged 51 and older: 2.21 million aged 51–60, 2.42 million aged 61–70, and 2.34 million aged 71 and above, totaling over 6.9 million.


The Finance Ministry will submit these post-review eligibility results to the Cabinet for acknowledgment to guide the next steps of the project. Details on rights and procedures for those who qualify will follow the Ministry’s official announcements.
