Ruttaphon, the Justice Minister, announced that 300 inmates from Kabin Buri Prison have been transferred to Sa Kaeo following the floods, assuring that the relocation was tightly controlled.
At 12:50 p.m. on 29 September 2026 at the Government House, Police Lieutenant General Ruttaphon Naowarat, the Justice Minister, spoke about relocating inmates from prisons affected by flooding. He explained that the Ministry of Justice, through the Department of Corrections, oversees 6-7 central prisons including those in Bangkok and Nonthaburi facing flood issues. Regionally, the most severe impacts are in Kabin Buri, Prachinburi Province, and Lopburi Province. In Kabin Buri, more than 300 inmates were moved to a prison in Sa Kaeo Province, with the transfer completed by the evening of 28 September without incident.
Meanwhile, Lopburi Provincial Prison also experienced flooding but inmates were not moved and remained on site. The minister confirmed that there is sufficient cell capacity as inmates can be distributed across various locations, and emphasized that preparations are in place everywhere.
When asked about the budget for repairs after the flooding subsides, Police Lieutenant General Ruttaphon said funding must be allocated for repairs since reports indicate multiple affected areas. He expressed particular concern about Kabin Buri due to the inmate transfer, highlighting the need for caution regarding inmate safety, secure restraints to prevent harm, and measures to prevent escapes.
Police Lieutenant General Ruttaphon added that he has not yet received reports on damage or impacts to prisons in the Mae Klong River basin provinces.
