On 30 September 2026, the Supreme Administrative Court accepted the appeal filed by Dr. Soran Boonbaichaiyapruck, Chairman of the National Broadcasting and Telecommunications Commission (NBTC), against the Central Administrative Court's dismissal of his lawsuit. Dr. Soran had sued the NBTC selection committee seeking the annulment of their decision No. 1/2569 dated 21 July 2026, which ruled that he was disqualified and had prohibited characteristics preventing him from holding the NBTC chairman position from the start. The appeal was submitted electronically on 28 September 2026, advancing the case to the review process.
Previously, the Central Administrative Court dismissed the case, reasoning that the NBTC selection committee had lawfully determined that Dr. Soran was disqualified or possessed prohibited characteristics under the Frequency Allocation Organization Act and the Act on Radio, Television, and Telecommunications Business B.E. 2553 (2010). The court considered Dr. Soran to have forfeited his right to the position because he continued to practice medicine and receive income from the Faculty of Medicine at Ramathibodi Hospital while serving as NBTC Chairman, which conflicted with the prohibited characteristics and the principle of protecting the independence of NBTC commissioners.
