Government Joins Specialized Financial Institutions to Launch Measures Assisting Flood Victims Covering Damaged Homes, Debt Moratoriums, Liquidity Support, and Business Recovery

The government has partnered with specialized financial institutions to introduce measures supporting flood victims, including assistance for damaged homes, debt moratoriums, liquidity injections, and business recovery.


On 1 Oct 2026 GMT+7, at the National Disaster Prevention and Mitigation Command Room, Building 3, 5th Floor, Department of Disaster Prevention and Mitigation, Ms. Lalida Perviwattana, Deputy Spokesperson of the Prime Minister's Office, announced that the Ministry of Finance has established a “Flood Assistance Coordination Center” at its premises. This center serves as a single point to receive cases, provide information, and coordinate aid for citizens and entrepreneurs affected by flooding. It consolidates measures and support channels from related agencies into one coordination point.


The Deputy Spokesperson explained that the center coordinates with seven specialized financial institutions: Government Savings Bank, Bank for Agriculture and Agricultural Cooperatives (BAAC), Government Housing Bank (GHB), Islamic Bank of Thailand, Small and Medium Enterprise Development Bank of Thailand (SME Bank), Export-Import Bank of Thailand (EXIM Thailand), and the Small Industry Credit Guarantee Corporation (SICGC), as well as the Office of Insurance Commission (OIC). Their support measures are categorized as follows:


1. Support for damaged residences

- GHB offers loans up to 2 million baht at 0% interest per year, with principal payments deferred for the first three months, under its repair and renovation loan programs, including the Repair-Renovate and Repair-Renovate Plus schemes, with loan amounts up to 300,000 baht and repayment terms up to five years.

- Government Savings Bank provides home recovery loans up to 1 million baht with repayment terms up to 40 years, featuring 0% interest during the first three months.

- Islamic Bank of Thailand offers housing repair and restoration loans up to 1 million baht, with repayment terms up to 20 years and a starting profit rate of 1.99% per year.


2. Support for individuals affected in their income generation

GHB, Islamic Bank, and Government Savings Bank have implemented debt and interest moratoriums, including principal payment deferrals, along with debt restructuring programs that extend repayment terms and reduce interest rates.


3. Support for individuals needing liquidity

- Government Savings Bank has emergency loan programs providing liquidity support: up to 20,000 baht at 0% interest for the first three months, and a disaster relief loan of up to 50,000 baht, also with 0% interest for the first three months.

- BAAC offers emergency expense loans up to 50,000 baht with 0% interest for the first six months.


4. Support for affected businesses

- Government Savings Bank provides disaster relief loans for SMEs up to 5 million baht with interest at MLR minus 2.65% per year, and small-scale recovery loans for disaster victims up to 300,000 baht with 0% interest for the first three months.

- BAAC offers recovery and quality of life development loans up to 500,000 baht with interest at MLR minus 2.00% per year.

- EXIM Thailand has liquidity enhancement measures for business operations, providing loans up to 20% of existing credit lines at the same interest rates.

- SME Bank offers emergency credit assistance for disaster-affected debtors, allowing up to 10% of existing credit lines, capped at 200,000 baht, with MLR interest per year, principal and interest payment deferral on term loans for up to 12 months, and revolving credit contract deferral up to 180 days.

- Islamic Bank of Thailand has business recovery loans (SMEs) up to 5 million baht with a first-year profit rate of 3.25% per year.


5. Support for insured individuals and businesses with credit insurance

- GHB offers expedited insurance claim payments to customers affected by disasters.

- SICGC has measures to waive guarantee fees, management fees, and installment payments for debtors undergoing debt restructuring.

- Islamic Bank of Thailand implements a Fast Track insurance claim process to expedite claim settlements.
