Chulapan Launches Repair, Build, Happiness Caravan to Alleviate and Restore Flood Damage in Bangkok

Chulapan Launches "Repair, Build, Happiness" Caravan of Technicians to Alleviate and Restore Flood Damage in Bangkok After Water Recedes. The public initiative aims to support recovery following recent flooding.


On 2 Oct 2026, Mr. Chulapan Amornwiwat, Minister of Labor, presided over the Kick Off ceremony for the caravan of technicians under the "Repair, Build, Happiness" center, part of the project to alleviate and restore damage from natural disasters. He also delivered policy directives for relief and rehabilitation to the technicians from the Department of Skill Development at the Ministry of Labor, and visited the "Repair, Build, Happiness" center at Wat Laksi School in Bangkok's Laksi district.


Mr. Chulapan Amornwiwat, Minister of Labor, stated after the ceremony that the flooding since 24 Sept 2026 has severely impacted 12 provinces—Bangkok, Nonthaburi, Pathum Thani, Samut Prakan, Samut Sakhon, Nakhon Pathom, Saraburi, Sa Kaeo, Prachinburi, Chachoengsao, Nakhon Nayok, and Nakhon Ratchasima—causing widespread disruption to residents’ lives and damage to property, homes, and public utilities. Particularly affected were electrical appliances and vehicles (motorcycles, cars), which are vital for daily living and livelihoods. As the floodwaters recede, residents face repair or replacement costs, impacting household economies. Rapid rehabilitation to restore normal living conditions is an urgent priority for the Ministry of Labor, which has directed all five affiliated agencies to integrate assistance efforts and mobilize staff to ease hardships for affected businesses, employees, workers, and insured persons.


The Department of Skill Development was ordered to open a kitchen at the Labor College, Institute of Skill Development 13 in Bangkok to prepare 5,000 meal boxes. It also established the "Repair, Build, Happiness" centers to serve those affected by the floods after the waters receded. Today, the Ministry of Labor, through the Department of Skill Development, is dispatching a caravan of over 100 skilled technicians to these centers across Bangkok and its vicinity. The Minister and executive team will also visit flood victims at Wat Laksi School.


Ms. Buppha Ruangsut, Director-General of the Department of Skill Development, added that as the principal agency responsible for workforce capacity development, the department is fully prepared with personnel (trainers, staff) and a nationwide network of skilled technicians. Following government policy and directives from the Minister of Labor, they have established "Repair, Build, Happiness" centers aimed at repairing electrical appliances, motorcycles, and cars for 1,500 flood-affected households. Institutes and skill development offices in impacted provinces are also tasked with setting up these centers to serve local communities. Skilled technicians, staff, and volunteer networks from both public and private sectors have been mobilized to reduce travel and repair expenses for the public.




Currently, the Department of Skill Development has established 79 "Repair, Build, Happiness" centers across 30 provinces, including 13 in Bangkok and 10 in the metropolitan area.
