Government Unveils Plan for 2026 IMF-World Bank Meeting with Simulated Bangkok Flood Scenarios and Tiered Response Levels

The government has laid out a preparedness plan for the 2026 IMF-World Bank annual meeting, dividing decision-making into three levels and simulating flood scenarios in Bangkok with graduated water height levels.


On 5 October 2026, a reporter at the Government House reported that at 14:30, Prime Minister and Minister of Interior Anutin Charnvirakul chaired the national committee meeting to prepare for the 2026 IMF-World Bank Group Annual Meetings at the Phakdi Bodin Building, Government House. The meeting, scheduled for 11-17 October 2026, discussed the command and emergency decision-making system for preparations at the Queen Sirikit National Convention Center, dividing management and decision-making into three main levels.

Level 1 is the CCOC center (Royal Thai Police) acting as the Single Command and Control Operation Center to respond to and resolve emergencies on and off site affecting the safety of meeting participants. The National Police Chief or a representative acts as incident commander, with Winij Wisesuwanphum, Director of the Fiscal Policy Office (FPO), serving as host representative and deputy chair of the subcommittee, jointly managing the situation with operational units.

Level 2 is the MSCMT (Meetings Secretariat Crisis Management Team), a working group making decisions on issues affecting the meeting schedule and logistics, as well as filtering key matters for senior management. It includes the World Bank and IMF meeting secretaries and host country representatives.

Level 3 is Top Management which comprises the highest executives responsible for major decisions such as canceling or significantly altering the meeting format. This group includes the World Bank Group President, IMF Managing Director, Minister of Finance, and Governor of the Bank of Thailand.

Additionally, the meeting reviewed a case study simulating flood scenarios in Bangkok to set water threshold indicators for escalating decision-making based on the severity of flooding, specifying that if water levels reach 15 centimeters, causing water to pool on roads, decision authority rests with the CCOC center. The Bangkok district director will expedite drainage and clear roads while monitoring CCTV and vehicle tracking systems to facilitate over 400 vehicles in the convoy.

However, if water rises to 25 centimeters, making safe routes unavailable for electric vehicles, decision-making remains with the CCOC center. The FPO director will order replacing electric BMW vehicles with buses entirely to ensure traffic safety.

In the case where water reaches 50 centimeters, severely disrupting traffic, decision authority elevates to the MSCMT, which will resolve to switch travel from private convoys to mass transit systems (BTS/MRT). Participants will be directed to use the MRT walkway to enter the convention center.

And at the critical threshold of 3 meters, with floodwaters invading the convention center’s ground floor, decision-making shifts to Top Management. The MSCMT will recommend canceling the meeting for safety. The Permanent Secretary of Finance will report to Top Management, who will consult with the World Bank President and IMF Managing Director to jointly decide to end the meeting.
