Suriya Affirms Need to Consider All Views on UPOV 1991 amid Farmers’ Concerns over Seed Saving Restrictions

Suriya stresses the necessity of considering all viewpoints regarding joining the International Union for the Protection of New Varieties of Plants (UPOV 1991) with the European Union, following farmers' concerns about restrictions on saving seeds for planting. He reiterates that if there is no benefit, Thailand will not participate.


On 6 October 2026 at the Government House, Minister of Agriculture and Cooperatives Suriya Jungrungreangkit addressed opposition voices regarding Thailand’s accession to the International Union for the Protection of New Varieties of Plants (UPOV 1991) with the European Union. He said this matter began before he assumed office. Currently, the ministry is gathering public opinions through hearings. If ultimately the public sees no benefit, the Ministry of Agriculture and Cooperatives will likely not join. However, all viewpoints must be heard carefully, as one side says it is beneficial while the other reports adverse impacts, so a cautious approach is necessary.


Regarding his view on the advantages and disadvantages as Minister of Agriculture and Cooperatives, Suriya said he must listen to both sides. Some opponents have gathered in protest in front of the ministry. He tried to invite them for dialogue, but they refused and left. Nonetheless, all information must be comprehensively considered. If the benefits outweigh the drawbacks, the ministry will proceed, but it must also be able to explain to those who disagree. Conversely, if the plan is canceled, an explanation must be given to those in favor.


When asked whether Thai farmers would be disadvantaged in using seeds if Thailand joins the agreement, Suriya replied that it is necessary to clarify how and if disadvantages would occur. He noted that data is currently being compiled to provide clarity. He emphasized that, as head of the Ministry of Agriculture and Cooperatives, where farming is the main occupation for most people in the country, farmers must be properly supported.
