NACC Secretary-General Announces 8-Point Strategy to Combat Grey Capital and Grand Corruption

The Secretary-General of the National Anti-Corruption Commission (NACC) announced an 8-point strategy focusing on proactive investigations using AI and digital tools to scan asset accounts, aiming to combat "grey capital" and Grand Corruption, with the goal of becoming a "model organization" in international anti-corruption efforts.


On 6 Oct 2026 GMT+7, Nitiphan Prajuabmo, Secretary-General of the NACC and spokesperson for the NACC Office, declared the agency's management stance and development plans to establish the NACC Office as a model organization for tackling corruption. He outlined key operational guidelines to enhance the NACC's efforts in addressing the country's corruption issues as follows.

1. Lead the implementation of the national strategic plan and anti-corruption action plans by coordinating NACC policies with various government task forces addressing corruption, bribery obstacles to trade and investment, and conflicts between private and public interests. This ensures continuity in collaboration among government mechanisms such as the Office of the Public Sector Development Commission, the National Anti-Corruption Commission, the Office of the Auditor General, as well as the private sector and relevant civil society groups.

2. Emphasize rapid and fair proactive investigations that drive social change by focusing on major, complex cases of policy corruption that impact public interests—known as Grand Corruption. Beyond prosecuting offenders, efforts will include financial investigations and seizing, freezing, and confiscating assets linked to corruption to break the cycle of wrongdoing and create genuine social change.

3. Enhance deep asset inspections and block grey capital by using technology to verify and compare asset declarations, conducting in-depth risk analyses based on lifestyle and valuable asset accumulation. This includes identifying beneficial owners (BOs) and assets hidden abroad. The NACC will also promote integrated cooperation and data exchange with other agencies such as the Bank of Thailand and the Securities and Exchange Commission to comprehensively combat illicit funds or grey capital.

4. Promote collaboration with the private sector and civil society to encourage collective anti-corruption commitments, develop bribery prevention systems, and protect whistleblowers. This builds confidence among quality foreign investors and law-abiding businesses. Cooperation will involve organizations like the Thailand Institute of Justice (TIJ), the Collective Action Coalition against Corruption (CAC), Anti-Corruption Organization of Thailand (ACT), the Knowledge Resource Anti-Corruption Center (KRAC), the Joint Foreign Chambers of Commerce in Thailand (JFCCT), and the Federation of Thai Industries to establish a genuine national anti-corruption network.

5. Drive digital transformation by upgrading information systems to improve operational efficiency and adopting innovations such as linking data with financial institutions and government agencies. The use of artificial intelligence (AI), Big Data, and digital case management systems—such as those from the United Nations Office on Drugs and Crime (UNODC)—will enhance investigations by analyzing connections among individuals and financial flows to support case decisions, including asset seizure and confiscation. Additionally, the NACC will develop applications with the Digital Government Development Agency (DGA) to facilitate asset and liability disclosures, while simultaneously advancing digital skills among staff for proficient system use and technology adaptation.

6. Accelerate modernization and international standardization of laws by revising multiple domestic laws to better combat corruption and bribery in various forms. These include laws on plea bargaining and fines, as well as legal powers related to undercover operations, surveillance, and wiretapping. Such technical laws enable investigators and inquiry officials to work effectively and in line with global standards.

7. Develop the organization and personnel into a high-performance agency by fostering shared ownership of the vision among staff, managing knowledge resources, practicing open government data, and applying innovation and technology. Training will be promoted to enhance knowledge, skills, and tactics for preventing and suppressing corruption.

8. Improve the NACC's personnel management system based on merit and fairness to boost morale and career advancement through qualification upgrades, performance evaluations, transfers, and promotions. Emphasis will be on competence, conduct, and ethics, alongside developing compensation, position allowances, special incentives, and benefits aligned with economic conditions and responsibilities to ensure staff have a stable quality of life and are prepared to perform duties with integrity, fairness, and professionalism.
