Julphan Confirms Social Security Board Election on 11 Oct, Launches 5-Year Plan to Restore Confidence

Julphan emphasizes that the Social Security Board election on 11 October remains unchanged. He pushes forward a 5-year social security plan highlighting four strategic priorities to restore confidence and address the increasing aging population, amid worries about declining contribution payments.


On 7 October 2026, at Impact Forum, Muang Thong Thani, Julphan Amornwiwat, Minister of Labour, said after opening the 5-year Social Security Office operational plan consultation that the SSO developed the 2028-2032 plan in cooperation with Thammasat University to align with current conditions and challenges. It defines four strategies: developing digital systems, enhancing protection and proactive services, building fund sustainability and good governance, and elevating the organization’s credibility. The goal is to enable insured persons to access benefits more quickly and conveniently while accelerating transparency to regain trust. Concurrently, the SSO will expand the insured base to new labor groups, including homemakers, street vendors, platform workers, and online workers.


Julphan addressed concerns about the fund’s future stability due to increasing retirements, saying the SSO plans to review benefit structures and contribution rates under Sections 33, 39, and 40 to achieve balance. It will also expand the insured base and improve investment efficiency. Currently, the fund yields over 5% returns to support long-term pension obligations. He confirmed the Social Security Board election will be held on 11 October from 08:00 to 16:00 as scheduled, with no changes. He urged insured persons and employers to exercise their voting rights. For areas affected by flooding, some polling stations may be relocated, and voters can verify their polling locations via the Social Security Office website.
